India and Pakistan governments are finalising a detailed programme to enable a bilateral dialogue between the two prime ministers before the World Cup semi-final match between their two cricket teams in Mohali on Wednesday.

While officials here are refusing to tag the meeting as ?formal?, Prime Minister Manmohan Singh and his Pakistani counterpart Yousuf Raza Gilani are expected to discuss bilateral issues following which Gilani will join Singh to watch the Indo-Pak cricket match, which starts late in the afternoon.

Sources said Gilani will not be coming to Delhi and is expected to reach Chandigarh on Wednesday morning same as Singh, who has a public engagement here that morning. Refusing to give further details, the sources said the programme is being finalised.

It will be ?more of cricket and less of diplomacy?, sources said when asked about the issues the two Prime Ministers will be discussing.

Earlier, on Monday home secretary GK Pillai and his Pakistani counterpart Chaudhary Qamar Zaman met. It is the first between the home secretaries of the two countries since the 2008 Mumbai attacks.

At the end of the first round of talks, Pillai told media persons, ?Talks are extremely positive and progress made on the right direction.?

According to sources, besides India seeking voice samples of the suspected Mumbai terror attack plotters believed to be in Pakistan, as home secretaries of the two countries will discuss wide range of issues, including counter-terrorism and relaxation of visa rules.

Since tough visa rules is part of the agenda for the talks, sources said the officials of the two countries would discuss ways to ease travel restrictions and enhance people-to-people contact. Another key issue debated at the meeting was the dates and procedures for a judicial commission from Pakistan to visit India and interview some of the witnesses in the Mumbai attack. India has already agreed to allow a Pakistani team to question them. Other issues which India raised during the talks, the sources said, included speedy prosecution of the terrorist leaders in Pakistani prison.

Special secretary, internal security, UK Bansal, SC Sinha, the chief of the National Investigation Agency (NIA) which is probing the Mumbai attack, and senior home ministry officials were present during the meeting.
