Developing countries should be given concessions on GHG-emission cuts on a differential scale at least for the next 10 years. Per capita GDP should be made the basis of emission reduction targets, which would address both population and economy. Secondly, advanced cleantech should be made available to developing countries on softer terms.
However, each country has to take its portion of responsibility since this is global issue. India needs to take a dual approach?for existing infrastructure upgradation and with new investments. Fiscal concessions along with stricter measures should help us to reach the desired level within 10 years. We achieved good progress since 1985 with a similar approach in the case of pollution control.
India needs to take up additional measures to step up R&D initiatives in renewables including industrial biotech.
