Apart from paying compensation for the land at rates to be fixed by the government, the Jharkhand draft resettlement & rehabilitation (R&R) policy would make it manadatory for investors to shell out a recurring compensation to the landowner, apart providing one-tenth of the land being taken over from him for the project.

??We are trying to introduce provisions whereby, apart from receiving a one-time compensation for the land from the investor, the owner of the land continues to receive some payment on a recurring basis,?? Jharkhand chief minister Madhu Koda told FE.

Asked how different the Jharkhand draft policy was from the recent central guidelines on the subject, Koda said, ??We are giving more facilities than that provided in the central government document.?? The draft policy, which talks in terms of ?family? as a unit, also speaks of paying compensation to people who were losing dwelling places/means of livelihood/small holdings, etc. According to Koda, the investor would, under the policy, be required to build technical training facilities for those being recruited from the displaced families, apart from giving employment in the project to at least one individual per family.

??Those not interested in receiving the compensation as cash will also have the option of receiving a part of the sum payable to them by the investor in terms of shares of the company??. Asked how soon the policy was expected to be declared now, Koda said, ??We are almost through, giving it final touches and want it to be in place by the end of this month,?? adding that a meeting on the draft policy, awaiting the final approval of parties forming the UPA in the state, would be called and the JMM supremo Sibu Soren was available in Ranchi.
