Haryana State Industrial and Infrastructure Development Corpn Ltd (HSIIDC) has decided to join hands with Infrastructure Leasing and Financial Services (IL&FS) to undertake training programmes for people whose land has been acquired for setting up of projects carried out by HSIIDC.

Board of directors of HSIIDC took the decision on Thursday. ML Tayal, principal secretary to the chief minister, Haryana and also the chairman of the Corporation informed that a memorandum of understanding (MoU) was planned to be executed between the two organisations to crystallise the terms of arrangement. IL&FS will conduct training on skills and attitudinal development programmes to enable the oustees to acquire the required skills for alternative employment or livelihood opportunity. The Corporation will undertake a socio-economic impact analysis in the area where land has been acquired, based on which IL&FS will devise appropriate training or skill development programmes.

Tayal further informed that the state government had formulated a policy for acquisition of land for setting up of special economic zones, technology cities, industrial parks and industrial model townships through notifications in May?06 and in December?07. Under the notification, certain obligations have been imposed on the developer for providing social infrastructure by way of setting up of industrial training institutes (ITIs), vocational training institutes and polytechnics, for providing training to the wards of people whose land is acquired.

Rajeev Arora, MD of the Corporation said HSIIDC had to acquire land at various identified locations for development of industrial estates, industrial model township, technology parks and allotment of plots to various entrepreneurs. HSIIDC also under obligation in terms of the notification in May 2006 for development of social infrastructure especially for development of ITIs for creating special skills to match requirements of units coming up in industrial estates and industrial model townships.
