Chief economic advisor Kaushik Basu on Friday said bulk release of grain will not help in bringing down prices and free supply will only lead to recycling.
Basu advocated releasing grain in small quantities and building up a buffer stock, as it can be used in times of crisis.
Basu, who was speaking at the Delhi School of Economics, said hurdle to food policy is clarity of thought and buffer stock needs to be used during crisis years.
