Khalistani terrorist Harpreet Singh, also known as Happy Passia, is set to be extradited to India from the United States, NDTV reported on Monday. Singh was arrested on April 18 by teams from the Federal Bureau of Investigation (FBI) and US Immigration and Customs Enforcement (ICE), following a series of coordinated investigations involving Indian and US authorities.
Following Singh’s arrest, FBI Director Kash Patel confirmed that Singh had entered the US illegally and was part of a terror network targeting both India and the US. “Justice will be done,” he declared on X (formerly Twitter).
“Captured Harpeet Singh, part of an alleged foreign terrorist gang here illegally in the United States, who we believe was involved in planning multiple attacks on police stations both in India and the United States,” he posted on X on April 22. “FBI Sacramento conducted the investigation coordinating with our partners locally as well as in India. Excellent work from all, and justice will be done. The FBI will continue finding those who perpetrate violence — no matter where they are,” Kash Patel’s post on X reads.

Singh is wanted in connection with over 16 terror-related incidents in Punjab, including grenade attacks on police stations and public figures’ residences. Indian authorities have accused him of working closely with Pakistan’s Inter-Services Intelligence (ISI) and the banned outfit Babbar Khalsa International (BKI).
Who is Happy Passia?
Harpreet Singh, alias Happy Passia, hails from Passia village in Punjab’s Ajnala region. Initially a small-time criminal, he reportedly rose through the ranks by forming links with gangsters in Dubai before moving to the United States in 2021 on a fake passport.
Once in the US, Singh is alleged to have maintained close ties with ISI handlers and BKI operatives, directing and funding terrorist activities in India while coordinating recruitment through encrypted communication channels. The National Investigation Agency (NIA) had issued a lookout notice and announced a Rs 5 lakh reward for his arrest.
Terror activities
Singh’s criminal footprint includes more than 14 grenade attacks across Punjab between late 2024 and early 2025. These include attacks on police stations, places of worship, and the 2024 attack on a retired police officer’s home in Chandigarh.
Authorities say Singh used encrypted messaging apps and burner phones to evade detection and recruit local criminals. He worked in close coordination with other terror figures like Harvinder Singh Rinda and was instrumental in setting up cross-border terror modules.
As of July 2025, the US government has agreed to extradite Singh to India. He will face prosecution under terror and organised crime charges.
Happy Passia’s arrest and extradition are seen as a major breakthrough for Indian security agencies, highlighting the global scope of ISI-backed Khalistani terror networks.
