India-Pakistan war: Pakistan is once again rebuilding its terror infrastructure in Pakistan-occupied Kashmir (PoK). Despite the substantial damage inflicted on terrorist camps during India’s Operation Sindoor in May, Islamabad has begun covert efforts to reconstruct these facilities. According to intelligence inputs cited by Deccan Herald, the Pakistani Army, along with its powerful spy agency, the Inter-Services Intelligence (ISI), is spearheading the rebuilding of multiple terror training camps with increased secrecy and advanced technological safeguards.

What do we know about Pak’s new terror strategy? 

Unlike previous camps that trained large batches of 70 to 80 militants, the new training sites are reportedly designed for smaller groups of 20 to 30 recruits. A senior official familiar with the developments explained, “The strategy is to avoid detection and limit damage in case of another Indian air or missile strike.”

To enhance concealment, the rebuilt camps now feature radar camouflage, satellite signature masking, and thermal masking technologies, making them significantly harder to detect using drones and space-based surveillance.

Key locations identified

Intelligence agencies have identified new and reconstructed camps at locations such as Athmuqam, Sardi, Lipa, Kotli, Kahuta, Jankote, and Chamankot. These areas, covered with dense forests and low mountain ranges, are seen as ideal for hiding terrorist operatives for extended periods without attracting attention.

“The ISI has chosen remote forested zones to shield activities and allow for long-term training without disruption,” an intelligence official said.

Which are the terror groups rebuilding camps?

Senior commanders from Jaish-e-Mohammed (JeM), Lashkar-e-Taiba (LeT), and Hizbul Mujahideen have been tasked with reactivating these camps, intelligence inputs revealed. Moreover, some former militants from Kashmir who crossed over to Pakistan in earlier years are now playing a key role in training the next generation of terrorists.

“Training is being supervised not just by Pakistani handlers but also by former Kashmiri terrorists who are now fully integrated into the PoK-based ecosystem,” a source confirmed.

What is India doing?

The Indian Army and intelligence community are maintaining close surveillance over PoK, using technical intelligence, drone feeds, and satellite imagery to monitor developments. According to defence sources, India remains prepared to take pre-emptive or retaliatory action should any of these camps pose a direct threat to national security.

The resurgence of terror infrastructure comes at a sensitive time, just days before the Amarnath Yatra begins on July 3. With over 4 lakh devotees expected to participate, security agencies are on high alert. The revelations also come in the shadow of the April 22 terrorist attack in Pahalgam, which claimed several lives and raised alarms about renewed infiltration efforts.
