The Telangana government has introduced a new industrial policy that promises to provide a single-window mechanism for faster clearances of project proposals besides a plan to develop six industrial corridors and common infrastructure for various types of industries in the state.
The policy, which was tabled in the Assembly by chief minister K Chandrashekar Rao, also focuses on an ancillary and vendor development programme to promote the ancillary base in each industrial park.
The government said it can expect a 4-5% growth over and above the national average in the manufacturing sector on the back of the new policy. A communication from the government says that the state has a land bank of 30 lakh acres that could be exploited for industrial development.
The state government is determined to create an ecosystem in which the ease of doing business in the state matches and even exceeds the best global standards.
The state government is aware that offering a hassle-free system is considered to be of the highest priority by the industrialists.
The new system, called the Telangana State Industrial Project Approval and Self-certification System (TS-iPASS), will be strengthened by way of legislation. A right to single-window clearance, on the lines of the Right to Information, will be bestowed for all applicants. Penal action will be imposed on officers who delay applications.
The state will bring out a comprehensive legislation enshrining principles for according permissions and clearances for both mega projects as well as industrial applications in other categories. The government has decided to go for a 15-day clearance system for mega projects.
