As campaigning gets intensified ahead of Jammu and Kashmir Assembly elections, Congress president Mallikarjun Kharge on Wednesday promised five guarantees to the people, if the Congress-National Conference alliance comes into power.

Speaking in Anantnag, Kharge promised a monthly stipend of Rs 3,000 for women heads of households and the restoration of the provision to provide 11 kg of grains per person through the public distribution system.
He also promised Rs 5 lakh interest-free loans for women entrepreneurs and Rs 25 lakh in health insurance per family.
Kharge said that the Congress-NC government would fulfill the promise of rehabilitating Kashmiri Pandit migrants made during Manmohan Singh’s term. He also assured that Other Backward Classes (OBCs) would receive their constitutional rights.
In his address, Kharge criticised the BJP-led Centre for failing to fill one lakh job vacancies in the region and for not fostering job creation through industry.
Kharge reiterated the party’s commitment to restoring statehood to Jammu and Kashmir and reestablishing a bi-cameral legislature in the Union Territory, asserting that such changes will be driven by the power of the people.
Polling in Jammu and Kashmir will be held in three phases and counting of votes will be on October 8.
