Assam Chief Minister Himanta Biswa Sarma announced that Dibrugarh will be developed as the second capital of Assam within the next three years on Sunday. The CM revealed that a permanent building for the Assam Legislative Assembly will be constructed in the city, with the construction set to begin by January 2026.
Beginning in 2027, Dibrugarh will host one session of the Assam Assembly each year, marking a major change in the state’s governance framework. “From January 25 next year, the construction work for a permanent building of the Assam assembly will begin. In the next three years, Dibrugarh will become an important city in India,” CM said.
In addition to Dibrugarh’s development, Sarma laid out plans for other key cities. Tezpur is slated to become the cultural capital of Assam, with a Raj Bhavan planned for the city, while Silchar will host the state’s secretariat and the office of the chief secretary, strengthening ties between the Barak Valley and Guwahati.
He added,”Dibrugarh will be the second capital of Assam in the next three years. We will construct a Raj Bhavan in Tezpur and develop it as the cultural capital of Assam. Silchar will have a secretariat and chief secretary’s office, thereby bridging the gap between Barak Valley and Guwahati,”.
Sarma also addressed several other initiatives in his speech. He announced that state government employees recruited after 2005 would be included in the Old Pension Scheme (OPS) starting April 2025, and emphasized the creation of a new Department of Startups to foster entrepreneurship.
He said,”A new department — Department of Startups — will be established in Assam to encourage and support the entrepreneurs”.
Looking ahead, the CM highlighted the upcoming Advantage Assam 2.0 Summit scheduled for February 25-26, 2025, which aims to attract investment in key sectors such as infrastructure, electronics, renewable energy, tourism, and logistics.
Sarma also reflected on Assam’s transformation from a state once marked by violence to one now symbolizing peace and progress, expressing confidence that Assam will emerge as a major economic player in India within the next decade.
