Delhi Air Pollution: As air quality across Delhi-NCR continues to hover in the “poor” category, the Commission for Air Quality Management (CAQM) has invoked Stage 1 of the Graded Response Action Plan (GRAP) to control pollution levels and avoid further deterioration.
What are the key measures under GRAP Stage 1
The Stage 1 measures are preventive and regulatory steps aimed at curbing emissions from various sectors before the situation worsens. A major focus is placed on waste management, including the regular lifting of Municipal Solid Waste (MSW), construction and demolition (C&D) debris, and hazardous waste from dump sites. Authorities have been instructed to ensure no illegal waste dumping in open areas.
Additionally, anti-smog guns must be used in proportion to the construction area at all C&D sites. Enforcement agencies will intensify dust suppression techniques, such as water sprinkling on roads and strict monitoring of dust from infrastructure projects like road widening and repairs.
Vehicle and industrial pollution under scrutiny
As vehicle emissions remain a major contributor to Delhi-NCR’s air pollution, the plan mandates strict enforcement of Pollution Under Control (PUC) norms. Furthermore, the Supreme Court’s order to divert non-essential truck traffic through the Eastern and Western Peripheral Expressways will be enforced rigorously.
Industrial units are also under the scanner, with authorities directed to take strict penal and legal action against non-compliant and illegal operations.
Focus on power supply stability
To avoid backup generators contributing to air pollution, DISCOMs (power distribution companies) have been directed to minimise power cuts across the National Capital Region.
Meanwhile, the CAQM will continue to monitor the air quality closely, and additional GRAP stages may be invoked if conditions worsen.
