Who is Tahawwur Rana?

Rana, 64, is a Pakistani-born Canadian national and a former medical officer in the Pakistan Army. Originally from Chichawatni in Pakistan’s Sahiwal district, he migrated to Canada before moving to the United States in the late 1990s. There, he founded an immigration consultancy, First World Immigration Services, which allegedly served as a front for terrorist activities.

Rana’s close ties with David Headley

Rana’s connection to the 26/11 case stems from his long-standing friendship with David Coleman Headley, the Pakistani-American terrorist who conducted reconnaissance for the attacks. The two met at a military school in Pakistan and later reunited in the US, where they conspired to facilitate Lashkar-e-Taiba’s (LeT) operations.

According to Headley’s court testimony, Rana knowingly allowed him to set up a fake immigration office in Mumbai, which served as a cover for surveillance of targets like the Taj Hotel and CST station.

Investigations by India’s National Investigation Agency (NIA) allege that Rana:

  2. Funded and facilitated Headley’s reconnaissance trips between 2006 and 2008
  3. Enabled the establishment of a fake business in Mumbai used to identify targets
  4. Maintained over 200 calls with Headley during his India visits
  5. Was in contact with Major Iqbal, a suspected ISI handler

Rana is expected to be produced before a special NIA court in Delhi, where high security has been deployed. Authorities are preparing to house him in a high-security ward at Tihar Jail. The NIA will seek his custodial interrogation, hoping to uncover more information about Pakistan’s involvement, other conspirators, and the broader 26/11 plot.
