The Central Government, in coordination with the Goa government, is actively working to position Goa as a prominent cargo and cruise destination. This development comes as part of a larger national strategy to enhance India’s coastal infrastructure and bolster the tourism and shipping industries.
New Infrastructure to Boost Cargo and Cruise Activities
Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, highlighted the steps taken to enhance Goa’s maritime connectivity. The government is constructing an International and Domestic Cruise Terminal, along with a Ferry Terminal, at Mormugao Port. The project, with an estimated cost of Rs. 101.72 crore, is expected to be completed by March 2025. These facilities aim to accommodate a growing number of cruise ships and cargo vessels, enhancing Goa’s role as a key gateway for both tourism and trade.
Improving Cargo Handling and Connectivity
To further elevate Goa’s maritime capacity, the Ministry of Ports, Shipping and Waterways is preparing Detailed Project Reports (DPRs) for nine coastal jetties in Goa. These new jetties will improve cargo handling efficiency, reduce congestion at ports, and foster better inland transport connectivity. The development of new terminals, coupled with the expansion of existing ones, will also enhance connectivity, making Goa a more attractive location for coastal shipping.

The Central Government has also launched the Cruise Bharat Mission in 2024, with the objective of boosting the cruise tourism sector across the country. The development of cruise infrastructure is expected to generate significant economic impacts, including job creation in the transportation, hospitality, retail, and tourism sectors.
The local business revenue is also anticipated to rise, fueled by increased cruise passenger arrivals and the enhanced connectivity of Goa’s coastal region. Additionally, improvements in inland waterway services, including ferry and Roll-on/Roll-off (RoRo) services, will offer enhanced local connectivity, making Goa a key part of integrated cruise circuits.
Government Schemes and Financial Assistance
Recognising that some high-impact projects may not generate immediate financial returns, the government has made provisions for funding under the Sagarmala Scheme. This initiative provides financial support for projects like fishing harbour development, port modernization, coastal tourism infrastructure, and skill enhancement for coastal communities. Through partial funding assistance in the form of grants, the government ensures that key projects are implemented even in cases where private sector participation may be limited.
With these developments, Goa is set to emerge as a key player in India’s maritime sector, both in terms of cargo handling and cruise tourism. The ongoing projects will not only boost the state’s economy but also enhance its global position as a hub for both trade and leisure. By leveraging government support and strategic investments, Goa is poised for a maritime transformation that will benefit both its local communities and the broader national economy.
