The much awaited 135.6 km long Western Peripheral Expressway also known as the Kundli-Manesar-Palwal (KMP) Expressway will give the commuters an international driving experience.
The tolling system which would be installed on the KMP Expressway will be fully automated at par with international standards. The biggest problem in managing a toll plaza is to ensure that there is no leakage of toll revenue and success in the Built Operate and Trasfer (BOT) business depends on how effectively and efficiently the leakage of revenue is controlled.
Rafi Khan, general manager, DS Constructions Ltd shared with FE, “Under this tolling system Known as the Closed Loop system, the traveler would be charged only for the distance traveled on the Expressway. There would be about 10 entry and exit points through which the tolling would be controlled. There would be two main toll plazas and the rest eight would be the entry and exit points. We will deploy a dual mechanism of controlling the revenue, which will work in tandem besides providing well-trained toll collectors through Automatic Vehicle Classifiers (AVC) and Violation Enforcement Systems (VES).”
Khan further added, “The tolling system is fully auditable and consists of multiple checks per transaction to make sure that the correct revenue is collected from the motorist. Moreover, reliable Management Information System Reports (MISR) will be readily available to the management for perusal.”
About 3,330 acres of the total 3,354 acres of land for the KMP Expressway has been transferred by HSIIDC to the developers. With six camp offices in place and over 1,200 people working on the project, the company plans to commission it by July 2009. “We are hopeful that we will be able to complete the project before the due date. The total cost of the project has been pegged at Rs 1,915 crore. The earthwork which is a major part of the project is being undertaken currently and we have already invested upto Rs 300 crore,” added Khan.
