A leading child protection charity has demanded that Facebook and other social networks be held to account after a “disturbing and dreadful” video of a baby surfaced and was circulated on social media.

Claire Lilley, who leads Child Safety Online for the NSPCC, urged the government to create a new organisation “armed with the legal powers to ensure internet companies are transparent and accountable,” reported the BBC.

The video shows a “terrirfied, sobbing baby” being twisted by her arms and held upside down from her legs as she is submerged partly in water. It’s not clear when or where the video was made or what the context was.

Facebook said that it did not believe the video breached its guidelines and added that it will not ban all uses of the footage.
