The Ministry of Health & Family Welfare (MoH&FW), Government of India, has taken a significant decision under the Central Health Services Scheme (CGHS) and the Central Services (Medical Attendance) Rules, 1944 (CS(MA) Rules).

According to a recently issued Office Memorandum, dependent transgender children and siblings of central government employees (serving/pensioners) will now be able to avail medical benefits, regardless of age.

This decision is in accordance with the provisions of the Transgender Persons (Protection of Rights) Act, 2019.

The government order, dated September 16, 2025, clarifies that transgender children or siblings must be fully financially dependent, the definition and income limit of which are already set out in the 2016 notification of the Ministry of Health.

Additionally, they must possess a certificate issued by the District Magistrate, valid under the Transgender Persons (Protection of Rights) Act, 2019.

This move is not only a major step towards inclusivity, but also provides relief to family members of central government employees and pensioners who were previously excluded from these benefits.

Other important changes in CGHS guidelines in last 1 year

In the past 12 months, the Ministry of Health has made several major changes to the CGHS rules. Several important decisions were also taken during 2025, directly benefiting millions of beneficiaries.

Strengthening the online system – This year, the government further enhanced the CGHS portal and mobile app, allowing beneficiaries to easily view hospital lists, medication availability, and the status of their medical bills.

Expanding cashless treatment – ​​In 2025, the government expanded cashless treatment to more hospitals, providing relief to retired employees and their families.

Recognition of new hospitals – In the past few months, the Ministry has added several major private hospitals and diagnostic centers across the country to the CGHS panel. This has increased access, especially in smaller towns and tier-2 cities.

Online referral system – The process of obtaining a referral from a doctor has been simplified. Online referrals are now available in many locations, eliminating long queues.

Improving the availability of medicines – To reduce complaints regarding drug supply, the Ministry has focused on the supply chain. Real-time monitoring of drug stocks was introduced in 2025.

Special attention to senior citizens – In 2025, the government ensured that pensioners and senior citizens receive special care by opening special helpdesks and dedicated service centres.

Important steps towards inclusiveness

Granting equal access to medical facilities to the transgender community is considered one of the biggest changes this year. Until now, the definition of dependents was often based solely on age and marital status, but the new order marks a major step towards social justice and sensitivity.

Experts believe this move will strengthen the rights of transgender individuals and help ensure their identity is recognised as equal in government policies.
