Parliament Winter Session Highlights: A total of 13 Lok Sabha MPs from Opposition parties and Rajya Sabha MP Derek O’Brien were suspended for the remainder of the Winter Session of Parliament on Thursday following uproar over the security breach in the Lower House a day earlier. While O’Brien was suspended following an altercation with Rajya Sabha Chairman Jagdeep Dhankhar, 13 Opposition MPs were suspended after being named by the Speaker for disrupting proceedings in the House. The suspended Lok Sabha MPs include Thrissur MP TN Prathapan (INC), Ernakulam MP Hibi Eden (INC), Karur MP S Jothimani (INC), Alathur MP Ramya Haridas (INC) and Idukki MP Dean Kuriakose (INC), Kanimozhi Karunanidhi (DMK) and Manickam Tagore (INC), among others.
Heated scenes were witnessed in the Rajya Sabha earlier today as Chairman Dhankhar and O’Brien engaged in a heated argument amid the Opposition’s demand for a discussion on the Lok Sabha breach. At one point, as the Chair condemned the act of unruly MPs, O’Brien approached the Well of the House and flung his arms in the air. The Chairman took immediate offense and termed O’Brien’s conduct an act of “defiance of the Chair” and asked him to leave the House. The Rajya Sabha later adopted a resolution to suspend O’Brien from the Upper House for the remaining part of the session. Similar scenes played out in the Lok Sabha when the House reconvened at 2 PM and the five Opposition MPs were suspended following the passage of a resolution in the Lower House to this effect. Rajya Sabha was also adjourned till 3 PM as O’Brien continued to remain present in the House despite directions by the Chairman to the contrary. Opposition MPs have moved 28 notices demanding suspension of business for a discussion on the Lok Sabha security breach.

The Rajya Sabha on Thursday passed a motion against suspended TMC MP Derek O’Brien referring his conduct to the Committee of Privileges for examination and investigation. A report in this regard has to be submitted within three months.

The Lok Sabha was adjourned following the suspension of 5 Lok Sabha MPs from Opposition parties for unruly behaviour and disruption of the House. The suspension came after the 5 MPs were named by Lok Sabha Speaker Om Birla.

“It is an intelligence failure and we hope for a fair investigation of the matter… Home Minister Amit Shah must answer, as the Delhi Police and all security agencies report to him. He cannot run away from this responsibility.” Congress MP Manickam Tagore said, ANI reported.
Reacting to Wednesday’s security breach by a few intruders, Congress MP Shashi Tharoor said that “we want the Home Minister to come and speak in the Parliament”.

A day after the mega security breach, Defence Minister Rajnath Singh told the Lok Sabha that all “precautions possible will be taken in future” to avoid any such incident amid ruckus and sloganeering by the Opposition MPs.

The Lok Sabha Secretariat has suspended 7 personnel over the security breach in Lok Sabha on Wednesday. Two men seated in the visitors’ gallery sparked chaos in the House while it was in session. Both accused have been identified and booked under UAPA provisions.
Prime Minister Narendra Modi is holding a high-level meeting in Parliament with top BJP ministers including Home Minister Amit Shah to take stock of the Lok Sabha breach on Wednesday. Four individuals apprehended in the matter have been booked on UAPA charges.

Opposition parties have launched a coordinated offensive over the security breach in the Lok Sabha, cornering the government over the massive lapse and demanding a statement from the Home minister in both Houses of Parliament. Meanwhile, Prime Minister Narendra Modi chaired a high-level meeting attended by several top leaders including Home Minister Amit Shah and Defence Minister Rajnath Singh in the Parliament complex. The review meeting came a day after two individuals, armed with smoke cans, sparked chaos in the Lok Sabha. A delegation of Opposition leaders is also scheduled to meet the President on the matter. Eight Lok Sabha personnel have been suspended over the security breach and a high-level probe headed by the DG of CRPF has also been ordered.
