A day after Lok Sabha Speaker Om Birla accepted no-confidence motion notice, all MPs belonging to Opposition’s I.N.D.I.A bloc wore black clothes to Parliament on Thursday as a mark of protest against the government over the Manipur issue.
All MPs belonging to the Indian National Developmental Inclusive Alliance (INDIA) were asked to come dressed in black to protest against Prime Minister Narendra Modi for not making a statement on the Manipur issue in Parliament till now, an MP of the Opposition bloc said, PTI reported.
The Monsoon session began on July 20 amid the pandemonium over Manipur violence. The BJP has been saying that it is ready for a debate on Manipur and that Union Home Minister Amit Shah will give a statement on the matter. The ruling party has also been highlighting the incidents of atrocities against women in Opposition-ruled states in an attempt to blunt the Opposition’s attack. However, the Opposition wants Modi to come to the House and give a statement.
The Jan Vishwas (Amendment of Provisions) Bill, 2023, as reported by Joint Committee was passed in Lok Sabha on Thursday after the House resumed at 3 pm amid Opposition sloganeering over the Manipur issue.
The Bill aims to decriminalise minor offences under 42 laws governing agriculture, media, industry & other domains.
The Lok Sabha has been adjourned till 11 am tomorrow.
A bill to amend the offshore areas mineral law was introduced in Lok Sabha on Thursday amid opposition protests over the Manipur issue.
The Bill was introduced by Union Minister of Parliamentary Affairs, Coal and Mines Pralhad Joshi when the House assembled at 2.00 pm after an adjournment over the Manipur situation.
When Congress leader in Lok Sabha Adhir Ranjan Chowdhury was asked by the Chair to speak on the introduction of the Bill, he raised the issue of the Opposition-backed no-confidence motion moved by his party's member Gaurav Gogoi.
Kirit Solanki, who was presiding over the proceedings, asked him to restrict his speech to the Bill. (PTI)

Leader of the House in Rajya Sabha, Piyush Goyal makes a remark on the black clothes worn by Opposition MPs soon after EAM Dr S Jaishankar's statement on the latest developments in India's Foreign Policy.
He said, “Unfortunate that politics is being done even on such a serious matter. This is a matter of India's honour, a matter of India's emerging image before the world…I think that the people who are wearing black clothes can't understand the increasing power of the country… Their present, past and future are black. But we hope there will be light in their life too…”

The Opposition MPs have arrived in Rajya Sabha in all-black outfits to protest against PM Modi's silence on Manipur issue.
The Monsoon Session, which began on July 20, has largely been unproductive as the Opposition continued to protest and reiterate their demand that Prime Minister Narendra Modi should come to Parliament and make a statement on the Manipur issue.
The government has repeatedly insisted that it is ready for a debate and said the Union Home Minister will address the matter. But the Opposition has rejected the proposal and continues to pile pressure on the government ahead of the discussion on the no-confidence motion.
When asked about his objection that why only Congress, and not all INDIA alliance parties, signed the no-confidence motion, CPI MP Binoy Viswam says, “That chapter is closed. The no-confidence motion is there in the Parliament now signed by a sufficient number of MPs. Not only the CPI but many parties feel that it would have been effective & meaningful if all the parties in India would have been represented in that Motion by signature…We all raised our objection to the Congress leadership in a responsible way. Congress understood it and their leadership was so democratic in understanding that they agreed that it happened out of hurry. We don't want to make it a big issue. All the parties will be together in fighting the BJP Govt inside and outside the Parliament.” (ANI)
