Monsoon Session 2023 Live Updates: As the Parliament convened for the ninth day today, Union Home Minister Amit Shah introduced The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which is meant to replace the contentious Ordinance on the control of services in the national capital, on Tuesday.
Both the Houses, Rajya Sabha and Lok Sabha, have been witnessing repeated adjournments on account of the Opposition staunchly objecting to a short duration discussion on Manipur violence issue and demanding a statement from Prime Minister Narendra Modi.
On Monday, BJP MP and Leader of the House Piyush Goyal, in his address, urged for the discussion on Manipur crisis in the House, but the Opposition pushed for a discussion under Rule 267. According to the Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha), under Rule 267, Rajya Sabha MPs can give a written notice to suspend all listed business and discuss an issue of importance the country is facing.
Congress leader and Rajya Sabha member Digvijay Singh said, “When the government itself has been challenged, no bill should be passed, in such situation substantive motion shouldn't be passed. This is not only unconventional but also illegal.” (ANI)
The Rajya Sabha, on Tuesday, passed The Multi-State Co-operative Societies (Amendment) Bill, 2023. It was passed by the Lok Sabha last week.
The Offshore Areas Mineral (Development and Regulation) Amendment Bill, 2023, passed in Lok Sabha.
Lok Sabha passed The Constitution (Scheduled Castes) Order Amendment Bill, 2023, on Tuesday.
The bill aims to add two sub-communities, namely 'Mahra' and 'Mahara,' from Chhattisgarh, to the list of Scheduled Castes.
The Lok Sabha has been adjourned till 11 am on Wednesday.
“The Biju Janata Dal has decided to support the passing of the Delhi bill (Delhi Services Bill) and we will be opposing the no-confidence motion brought by the opposition. In this regard, a three-line whip has been issued by the party, both for the Rajya Sabha and Lok Sabha MPs to be present in the house and do the needful,” Dr. Sasmit Patra, Biju Janata Dal National Spokesperson and Rajya Sabha MP, was quoted as saying by ANI.
The Lok Sabha on Tuesday passed The Registration of Births & Deaths (Amendment) Bill, 2023.
The Delhi services bill aims to replace an ordinance promulgated on May 19 to allow the Centre to retain control over the bureaucracy in Delhi and effectively overrides a May 11 Supreme Court judgment, which handed the charge of the national capital’s bureaucracy to the elected government, excluding departments connected to police, public order and land.
The ordinance has become a new contention between the Opposition parties and the Bharatiya Janata Party-led NDA.
Chief Minister Arvind Kejriwal's Aam Aadmi Party has opposed the ordinance saying the Centre had “deceived” the people of Delhi. “This is an attack on the Supreme Court of India and this is an assault on India's federal structure, democracy and Constitution,” AAP MP Raghav Chadha said.
The I.N.D.I.A bloc addressed media outside the Parliament today. Congress national president Mallikarjun Kharge said, “Government is not allowing us to speak under rule 267. I.N.D.I.A bloc will not run away being afraid, let them do whatever they want to. We will defeat them in 2024.”
The bloc's MPs stood united standing against the Delhi services bill introduced in Lok Sabha earlier today.

Minister of State for Home Affairs of India, Nityanand Rai, introduced the Delhi services bill, officially known as the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, in the Lok Sabha on Tuesday.
The Rajya Sabha was adjourned till 2 pm after Chairman Jagdeep Dhankar ignored repeated demands for PM Modi's statement on the Manipur crisis in Parliament and the Opposition staged a walkout.
The Upper House has been adjourned till 2 pm.
A debate on the no-confidence motion moved by Opposition will take place from August 8-10 in the Parliament. PM Modi will reply to the motion on August 10.
Amid the ongoing Question Hour, chaos prevailed in the Rajya Sabha as Opposition leaders raised 'Manipur, Manipur' slogans.
“This will change democracy into 'babucracy' in Delhi. All the powers of the elected govt will be taken from them and given to the L-G appointed by the BJP. This bill is extremely dangerous for the democracy of the country… All this has been done because BJP cannot see the success of AAP and Arvind Kejriwal,” Raghav Chadha, AAP Rajya Sabha MP, said on Tuesday.

The Opposition is protesting the Manipur crisis in the backdrop of Chairman Jagdeep Dhankar addressing the House on continuous disruption over the past 8 days.

Congress MP Manickam Tagore has moved an adjournment notice over RPF shooting incident in Lok Sabha, calling it a 'hate crime'.
“They have a majority in Lok Sabha and are using that like a bulldozer to pass the legislations without the Opposition's participation. They don't believe in democracy as the House is not in order,” Congress leader K Suresh said on the government passing the bills after the admission of a no-trust motion in Lok Sabha.
The Delhi services bill, officially known as the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, will be tabled in Parliament on Tuesday.
According to the revised list of business for Tuesday, Home Minister Amit Shah will introduce the bill while his deputy Nityanand Rai will make a statement on the reasons for bringing “immediate legislation” by promulgating the ordinance.
If passed in both houses, Delhi services bill will replace an existing ordinance that overrides a Supreme Court order giving the Delhi government control over most services. The ordinance has been a major flashpoint between Arvind Kejriwal’s Aam Aadmi Party (AAP) and the Centre.
