Prasar Bharti released its ‘Content Sourcing Policy’, which is applicable for linear channels and digital platforms including OTT or any other medium of broadcast, telecast, or streaming and sourcing content for Akashvani. Reportedly, the Content Sourcing Division at Doordarshan Directorate(Headquarters) and content sourcing divisions at Zonal levels (for regional channels) to be nodal divisions for sourcing of all content for all platforms in Prasar Bharti.
The latest guidelines, released on August 9, replaced all guidelines and amendments issued in the past. As per guidelines, if the content involves more than one language version, then the content sourcing division at the Doordarshan Directorate (HQ) or the zonal level may source the content as per suitability. For example, if the content is in Tamil language with multiple language versions, then the content sourcing division (south zone) may source the content for other language versions too.
Prasar Bharti will endeavour to source the rights of the sports events such as Cricket, Hockey, Kabaddi etc to retain the perpetual rights of the content. Sports rights are usually owned by the organisers and rights are usually sold by them through the process of bidding and negotiation exclusively. Prasar Bharti may participate in such bidding or may approach organisers for sourcing the rights of sporting events through negotiation. Not to mention, currently major contribution of the sports content comes from sporting events of national importance. Prasar Bharti has one-time telecast rights over this content which means, they can’t use those footages for future or telecast highlights of the game.
Prasar Bharti may engage with different OTT players in the market for application-in-application (App in App) collaboration for OTT. The proposals received through NIPP will be processed on a case-to-case basis after the detailed preview of application content. It is mentioned in the special terms and conditions that the app’s content should comply with the Programme and Advertising Code of Prasar Bharti or any other regulatory body in respect of content streamed on prasar Bharti’s OTT platform. The app’s content shall remain throughout the Term of Compliance with applicable law( including, but not limited to the Information Technology Act 2021 and the rules thereto (IT ACT) and the Bharat Nyay Sanhita,2024) . In addition to that, the app and it’s owner company should not be blacklisted or suspended by any government body or authority.
