Revenue Estimate: The initial revenue income estimate for the financial year 2024-25 was Rs 35,749.03 crore, which has been revised to Rs 40,693.85 crore, showing a 13.83% increase (Rs 4,944.82 crore). As of December 31, 2024, the actual revenue received was Rs 28,308.37 crore. The projected revenue income for the financial year 2025-26 is Rs 43,159.40 crore, which is 20.73% higher than the revised estimate for 2024-25.
Property Tax: The revised revenue from property tax for the year 2024-25 is Rs 6,200 crore, up from the original estimate of Rs 4,950 crore in the Budget Estimates for 2024-25. For the financial year 2025-26, the proposed budget estimate for property tax is Rs 5,200 crore.
Water and Sewage charges: For the financial year 2024-25, the initial estimate for revenue from Water and Sewerage Charges was Rs 1,923.19 crore, which has been revised to Rs 2,131.98 crore, showing an increase of 10.86%. By December 31, 2024, actual revenue collected was Rs 1,141.56 crore. The projected revenue for Water and Sewerage Charges in the 2025-26 financial year is Rs 2,363.15 crore.
Revenue Expenditure: For the financial year 2024-25, the estimated revenue expenditure was ₹28,763.94 crore, which has been revised down to ₹26,835.25 crore, reflecting a reduction of ₹1,928.69 crore. As of December 31, 2024, the actual revenue expenditure stood at ₹15,912.37 crore, representing 59.30% of the revised estimate for the year. The budget estimate for revenue expenditure for the financial year 2025-26 is proposed at ₹31,204.53 crore.
Capital Expenditure: In the financial year 2023-24, the actual capital expenditure was Rs 18,281.78 crore. For the financial year 2024-25, the capital expenditure was initially estimated at Rs 36,358.63 crore, but it has been revised to Rs 37,332.08 crore. By December 31, 2024, Rs 18,991.65 crore had already been spent. This means that in just 9 months of the current year, the capital expenditure has already surpassed the total capital spending of the entire previous year. This reflects increased investment in infrastructure while keeping revenue spending under control. For the financial year 2025-26, the proposed budget for capital expenditure is Rs 43,162.23 crore.
Special Infrastructure Projects: The BMC has requested the State Government to recognize several of its major projects as Vital Urban Transport Projects under section 124B (2-1A) of the Maharashtra Regional and Town Planning Act, 1966. These projects include the Mumbai Coastal Road (South) Project, GMLR, Mumbai Coastal Road (North) Project (Versova to Dahisar), and the Elevated Road from Link Road in Dahisar (West) to Mira-Bhayander (West).
Proposal for Transportation and Commercial Hub: The proposed Transportation and Commercial Hub at Dahisar Check Naka, located on the Western Express Highway, aims to provide convenient lodging for passengers traveling from other states to Mumbai. The project will also include commercial office spaces, parking for passenger vehicles, and other essential facilities. A star-rated hotel with 456 bus parking spots, 1,424 motor vehicle parking spaces, and 131 rooms is also planned.
Connected to the Western Express Highway and metro stations, this project will help ease traffic congestion in Mumbai and support the onward journey of passengers. The capital investment and maintenance costs for the project will be funded through its own revenues, ensuring that the BMC won’t face any additional financial burden. This will also create a new income source for the civic body.
Tax from Slum Areas: The BMC budget document says Mumbai has approximately 2.5 lakh slums, with about 20% (around 50,000) being used for commercial purposes such as industries, shops, warehouses, and hotels. Since the BMC provides infrastructure to these areas, it is essential to assess and collect property tax from these commercial units. The revenue generated will help improve services and infrastructure for the slum residents. As a result, commercial properties in slum areas are being evaluated, and it is expected that this will generate ₹350 crore in revenue.
SWM User Charges: Mumbai’s growing population and increasing solid waste are driving up the city’s waste management costs. To maintain smooth operations and ensure financial stability, the introduction of “SWM User Charges” has become essential. The BMC is currently seeking legal advice on this matter. Once the legal opinion is received, a decision will be made to amend the SWM Sanitation and Cleanliness By-Laws of 2006, in line with the Solid Waste Management Rules of 2016, as per the Central Government’s notification under the Environment (Protection) Act of 1986. The revenue from these charges will help BMC improve waste management systems, invest in advanced technology, and enhance service delivery, ensuring a cleaner and healthier Mumbai for all residents.
Auctioning Plots: To generate revenue from its properties, the BMC has decided to auction plots based on the 100% Annual Statement of Rates (ASR). As part of this initiative, the BMC will auction the plot at the Asphalt Plant in Worli on a lease basis for development by private developers.
Budget allocation to Roads and Traffic Department: Budget allocation of Rs 4111.51 crore has been proposed in the revised estimates for 2024-25, with Rs 5100 crore earmarked in the budget estimates for 2025-26 for the Roads and Traffic Department.
