Stringent labour laws contributed to a decline in labour intensity over time. In fiscal 2012, a dozen workers were required to produce R1 million of real GDP in labour-intensive manufacturing sectors, much below the 20 required in fiscal 2000. Nearly half the production in labour-intensive sectors is in the unorganised sector.
