PM Kisan 21st instalment: A massive registration and verification campaign is underway for farmers across the country, launched by state governments under the Centre’s direction. The campaign aims to encourage farmers to register for the Centre’s flagship PM-Kisan Scheme, which provides financial assistance of Rs 6,000 annually in three equal instalments.
Over 10 crore farmers across the country are eagerly awaiting the 21st instalment of the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan scheme). It was earlier expected that the Rs 2,000 instalment would arrive in farmers’ accounts before Diwali. Now reports suggest that the government would release the next tranche in the first week of November, just before the Bihar Assembly elections.
However, this is only a speculation, and no official date has been announced by the government at this time.
Here’s what Union Agriculture Minister said on PM-Kisan
Union Agriculture Minister Shivraj Singh Chouhan recently announced that the next installment of Rs 2,000 will soon be credited to the accounts of eligible farmers. He has urged all state governments to complete Aadhaar seeding, e-KYC, and other necessary formalities and send verified lists of beneficiaries to the central government to avoid delays in the payment process.
Chouhan had previously stated during his visit to Jammu and Kashmir that many farmers in border areas are cultivating land, but their land ownership records are incomplete. If state governments verify and send the names of such farmers, they too will benefit from the scheme.
About 18 days after this visit, the central government transferred Rs 171 crore to the accounts of over 8.5 lakh farmers in Jammu and Kashmir as the 21st instalment.
When could the 21st instalment arrive?
According to various reports, the central government may release the 21st instalment in the first week of November. Reports quote sources to say that the announcement could come a few days before the first phase of the Bihar Assembly elections (November 6).
The 2025 Bihar Assembly elections will be held in two phases, November 6 and 11, with the counting of votes taking place on November 14.
Questions about payments amid the Model Code of Conduct
The Model Code of Conduct is currently in effect in Bihar, so many would wonder whether the government can make any payments during this period. So, the answer is Yes. New schemes cannot be announced during the Model Code of Conduct, but payments under previously approved schemes (such as PM Kisan) can continue.
Therefore, if the technical formalities between the state and central governments are completed, the funds could be credited to farmers’ accounts.
The 21st instalment of PM-Kisan has already been released in many states
Interestingly, the central government has already released the 21st instalment in some states. On September 26, 2025, the Agriculture Minister released this instalment to farmers in Punjab, Haryana, and Himachal Pradesh. These states were provided an advance relief to compensate for losses caused by floods and landslides.
On October 7, 2025, farmers in Jammu and Kashmir also received the 21st instalment. This indicates that the central government has phased out the instalment release process, and payments to the remaining states may be made in November.
Government alert – These farmers will not receive the next PM-Kisan instalment
The Agriculture Ministry has clarified that farmers who do not have completed e-KYC, Aadhaar seeding, or bank account linking will not receive the 21st instalment.
State governments have been directed to complete eligibility verification and send an updated list of beneficiaries as soon as possible.
What is the Pradhan Mantri Kisan Samman Nidhi Yojana?
The Pradhan Mantri Kisan Samman Nidhi Yojana (PM-KISAN) was launched in February 2019.
Under this scheme, eligible farmers are provided financial assistance of Rs 6,000 per year, which is transferred directly to their bank accounts in three equal instalments, through Direct Benefit Transfer (DBT). Currently, more than 10 crore farmers across the country are beneficiaries of this scheme.
