Delhi PWD and Aam Aadmi Party (AAP) minister Atishi on Tuesday wrote to Union Railway Minister Ashwini Vaishnaw on Tuesday, urging action to address the persistent waterlogging issue at the Zakhira underpass during the rainy season.
According to Atishi, the main problem stems from rainwater runoff from Indian Railways’ land, which is not properly channeled due to the absence of a culvert. This runoff, combined with debris and garbage, leads to water accumulation in the underpass.

Atishi noted that it was previously agreed that the Railways would construct an additional drain and culvert on their land, with the Public Works Department (PWD) of the Delhi government covering 50% of the cost.
“In accordance to the agreement, the PWD deposited its share of Rs. 2.70 crore on July 18, 2023. However, the situation remains the same till date as no culvert has been built by the Indian Railways,” she stated in her letter.

The situation is so grave that upto two feet water from the railway tracks and nearby areas accumulated beneath the underpass, as Delhi received moderate rainfall on Tuesday, she said.
The minister reported that vehicular traffic was halted and barricades were put up to prevent any accidents. She urged Vaishnaw to find an immediate solution to the problem.
