The Parliament is set to resume its Monsoon Session at 11 am today after a stormy week of nationwide protests and repeated adjournments over NEET paper leak scam. Following Pralhad Joshi’s appointment as the new Education Minister, Prime Minister Narendra Modi announced an anti-paper leak law on Saturday, known as the Public Examinations Amendment Bill. The Bill is set to be tabled in the Lok Sabha on today.

- Parliamentary Affairs Minister Kiren Rijiju took to X and urged all MPs to participate in the new bill’s discussion.
“After listening to the voice of the young generation and the historic decisions taken by Prime Minister Modi for the future of students, I appeal to all the MPs to participate in tomorrow’s The Public Examinations (Prevention of Unfair Means) Amendment Bill,” he wrote. - The paper leak bill leads the agenda for Monday — listed for both introduction and subsequent passage in the Lok Sabha. It seeks to set up fast-track courts and ensure stricter punishment in cases of paper leaks and exam malpractices.
- All eyes will also be on newly appointed Education Minister Prahlad Joshi. He assumed the charge on Sunday after the resignation of Dharmendra Pradhan following a week of protests.
- The first week had been an almost complete washout with Opposition leaders sloganeering against the NEET issue, police action against protesters and the alleged embezzlement of Ayodhya Ram Temple funds.
- The Prevention of Insults to National Honour (Amendment) Bill was introduced in the Rajya Sabha just before adjournment on Friday. Opposition leaders had argued that the Bill was an attempt to divert attention from the ongoing students’ agitation.
- The Supreme Court (Number of Judges) Amendment Bill will also be taken up following its introduction in the Lok Sabha last week. This seeks to replace an existing ordinance increasing the maximum strength of judges in the apex court from 33 to 37.
- Other bills on the government’s agenda include the Income-tax (Amendment) Bill, 2026; The Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, the Registration of Births and Deaths (Amendment) Bill, 2026 and the Foreign Contribution (Regulation) Amendment Bill, 2026.
Congress, CPI MPs give suspension of business notices in RS over police action against protesters
Congress MP Syed Naseer Hussain and CPI MP P Sandosh Kumar have given separate Suspension of Business notices in the Rajya Sabha.
Hussain sought an “immediate discussion on the alleged excessive use of force against peacefully protesting students in Delhi on July 20”. He also flagged the “reported use of pellet guns and tear gas and the assault on women students”. Hussain called on Prime Minister Narendra Modi and Home Minister Amit Shah to deliver statements explaining the authorisation of police action and addressing other concerns.
Meanwhile, Kumar has sought to discuss “the constitution of an Independent Judicial Commission to inquire into the brutal police action against the students who protested against the NEET exam irregularities and the circumstances leading to the nationwide student agitation, including the total failure of the examination system”.
‘Govt has surrendered’ before students, says KC Venugopal
Senior Congress leader said the central government surrendered before the country’s youth and students following intense nationwide protests over examination irregularities.
“The youth and students have given a clear warning to Narendra Modi ji. That is why the government has surrendered and is now bringing the bill. Earlier, their stand was that there would be no discussion in Parliament, but now they are saying they will bring the bill…” he said.
Congress seeks discussion on attack against protesters, demands statement from PM Modi, Shah
Congress MP Randeep Singh Surjewala has given Suspension of Business Notice in Rajya Sabha under rule 267 to discuss “the reported assault on peacefully protesting students in Delhi on 20 July 2026, the use of lathi-charge, tear gas and pellet guns, the alleged assault on women students and journalists”.
The Opposition MP called for a statement from Home Minister Amit Shah “clarifying whether the use of force was authorised and identifying those responsible”. The Notice also sought a statement from Prime Minister Narendra Modi on the government response as well as accountability and safeguards for the future.

‘Abolish the disastrous NEET exam’
DMK MP Tiruchi Siva has given a Suspension of Business Notice in the Rajya Sabha under Rule 267.
“The plight of the students in the country aspiring to become doctors due to the NEET exam, and the subsequent endless suicides of the students with regard to the same, and therefore to abolish the disastrous NEET exam.”
Centre to introduce anti paper leak bill in Lok Sabha today
Union Minister Jitendra Singh will introduce this bill in the Lok Sabha. The bill has strong penal provisions to deal with any case of paper leaks.
According to the listed agenda of the Lok Sabha, Jitendra Singh will also move the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 for passing after it is introduced in the House.
