GST Rate Cut Reactions in India LIVE: In a landmark decision, the Goods and Services Tax (GST) Council, in its 56th meeting on September 3, approved sweeping reforms aimed at simplifying the tax system and easing the burden on both households and businesses. 

The reforms reduce the four-tier structure to just two primary slabs – 5 per cent and 18 per cent – while retaining a 40 per cent rate for sin and luxury goods. The new reforms, announced by Finance Minister Nirmala Sitharaman, will cone into effect from September 22.

Essential goods made tax-free

One of the most significant measures is the zero-rating of essential food items. Ultra-high temperature milk, paneer, and Indian breads such as rotis and parathas will now be completely exempt from GST. Education-related products, including maps, notebooks, pencils, sharpeners and crayons, will also attract no tax, making learning materials more affordable. Importantly, 33 life-saving drugs, including critical cancer medications, have been moved to the nil rate. Individual life and health insurance policies will also be GST-free.

Lower rates on daily use items

Several everyday essentials have been shifted into the 5 per cent bracket. Personal care products like soaps, shampoos, toothbrushes and hair oil now attract reduced rates. Popular food products such as namkeens, pasta, instant noodles, coffee, butter and ghee have also been placed under the 5 per cent slab. The agriculture and renewable energy sectors have received relief, with bio-pesticides, solar heaters and windmills also moved to the lower rate. Also GST for television, AC, geyser have been reduced.

Items that were previously taxed at 28 per cent, including small cars, motorcycles under 350cc, tractors, cement and auto parts, will now fall under the 18 per cent slab. However, sin and luxury goods such as pan masala, cigarettes, luxury cars and private yachts will continue to attract the steep 40 per cent GST rate.

Jitin Makkar, Senior Vice President and Group Head, Corporate Sector Ratings at ICRA Limited said that airlines will pass the surge in GST on air travel tickets to the consumers but it “should not have a significant impact on the business class segment”.

“The GST on premium/ business/ first class air travel has been increased to 18% from 12%, which the airlines will pass on to the consumers. However, this should not have a significant impact on the business class segment considering this segment’s low price elasticity, though there could be some amount of downtrading to the economy segment. The GST rate for economy class tickets has been retained at 5%. By keeping rates stable for economy travellers, this measure is likely to ensure continued affordability, thus making air travel more accessible,” Makkar said.

GST Rate Cut Reactions India LIVE: ‘Gabbar Singh Tax’, Kharge slams BJP for burdening poor, sparing billionaires

Congress president Mallikarjun Kharge on Wednesday accused the Modi government of betraying the promise of “One Nation, One Tax” by creating a web of multiple GST slabs. He argued that the Goods and Services Tax, which the Congress had first proposed in 2005 under the UPA, was distorted by the BJP into what he termed “One Nation, Nine Taxes”.

Call for GST 2.0

Kharge reminded that the Congress had consistently demanded a simplified GST framework in its 2019 and 2024 manifestos, pressing for rationalisation and easier compliance. He said the existing system has hit MSMEs and small businesses the hardest, forcing them into complex paperwork and higher costs.

Farmers and common citizens taxed

Criticising the government’s record, Kharge said the BJP imposed GST on essential items such as milk, curd, grains, books, pencils, oxygen and insurance. For the first time, farmers were also taxed, with 36 agricultural products brought under GST.

“Two-thirds of GST comes from the poor and middle class, while billionaires contribute barely 3%,” he alleged, dubbing the levy “Gabbar Singh Tax”.

While welcoming the recent rationalisation, Kharge insisted that states be fully compensated for losses, arguing the government’s delayed reforms came only after sustained opposition pressure.
