The Privileges Committee of Rajya Sabha on Friday said time has come for enacting a suitable law for regulating sting operations.
In its report over a matter of privilege arising out of alleged defamation of Isam Singh by Star News channel, which aired a programme named Operation Chakravyuh in 2005, the panel concluded that the issue might be closed considering the regrets expressed by the channel.
Agreeing with the views expressed by the committee on ethics, the panel in its report, which was tabled on Friday, said, ?The time has come for enacting a suitable law for regulating sting operations.? The panel also felt that though there was no proof or evidence that the member accepted or demanded commission for MPLAD schemes, the channel showed ?over-enthusiasm? resulting in ?undermining the image? of a member in particular and the dignity of the House in general.
?Resorting to too much of coaxing, casting reflection on the integrity of other MPs and trying to trap someone by fabricating false stories is not the way to expose wrongs in the parliamentary system,? the panel, headed by deputy chairman K Rahman Khan, said.
On the issue of non-cooperation in disclosing certain information by the channel and the dedicated investigators guild (DIG), the report said, ?It is a gross breach of privilege and contempt of the House to deliberately not provide the information sought by a parliamentary committee and disobey the legitimate orders of the Committee.?
