Home minister Shivraj Patil on Wednesday lashes at states for their lax approach towards containing terror said that even though the Centre had been providing adequate funds for modernisation, they are failing to utilise them in the agreed time frame.
Speaking at the annual director generals and inspector generals? conference organised here by the Intelligence Bureau (IB), Patil said, the states were not doing enough in dealing with the menace. ??The special agencies of the states are not strong and adequate enough to meet the demands of the present and future, he lamented and emphasised that the men and officers should be trained in special branches and they should be equipped with modern gadgets and technologies. ??
Moreover, cautioning the top cops gathered at the conference, the minister suggested that in the backdrop of terrorists using modern technologies, states needed to focus more on actionable unintelligence for better policing.
Lauding the performance of central intelligence agencies, he said, ??The state governments too need to contribute in a better manner in acquiring, analysing and using intelligence. Old systems that were followed are not used, in the manner in which they were used in the past, nor are they replaced with new systems.??
The home minister said lack of security could hit flow of investment. “Development needs security, and security needs development. They should go hand-in-hand,” he said. Expressing concern over the “very low” police-population ratio in the country, Patil said many states have not increased the strength of personnels for the last so many years.
