The government is expected to introduce the new land acquisition Bill to the forthcoming season of Parliament, CP Joshi, union ministry for rural development on Tuesday said.
The government is planning to bring in the new National Rehabilitation and Resettlement Policy (NRRP) 2007 through amendments to Land Acquisition Act, 1894 so that controversies relating to land acquisition for industrial purpose could be dealt with.
However, railway minister Mamata Banerjee ? a key allay of UPA government ? has vehemently opposed a provision bill which provides for private developers to acquire 70% of land for a proposed industrial project directly from farmers and land owners. The remaining 30% is to be acquired by the state government.
?As far as the land acquisition Bill is concerned, it has already been approved by the Cabinet. Now, the question when will it be introduced in Parliament has to be addressed by the parliamentary affairs ministry,? Joshi said.
However, Joshi did not clarify the point that whether the provisions opposed by Banerjee were part of the bill approved by the Cabinet.
The NRRP, which comprehensively deals with rehabilitation aspect of land acquisition for industrial use, states that families displaced due to industrial project are to be given market rate for the land including some compensation in terms of shares and debentures of the company.
?In case of a project involving land acquisition on behalf of a requiring body and if the requiring body is a company authorised to issue shares and debentures, the affected families who are entitled to get compensation for the land or other property required, shall be given the option to take up 20% of the compensation amount due to them in the form of share and debentures,? NRRP states.
