Bihar is on a spree of issuing never-ending fake residence certificates to animals. After Dog Babu and Dogesh Babu, a new incident has come to light from Bihar’s Rohtas district. This time, the state’s RTPS portal has received an application for a residence certificate for an Indie cat named “Cat Kumar”.
After Dog Babu, Bihar has a Cat Kumar
The application, dated July 29, was submitted online in the name of “Cat Kumar”. The applicant is a “male” and his father’s name is “Catty Boss”, and his mother’s name is “Catiya Devi”. The form even includes a photo, featuring none other than an Indie cat.
The form also mentions an email address registered under the name of “Ashutosh Kumar Soni”. The stated purpose for obtaining the residence certificate is simply mentioned as “study”.
According to Form XII, the applicant’s state is Bihar, with Rohtas as the district, Bikramganj as the sub-division, and Nasriganj as the block. The town is listed as Atimiganj, ward number 7, with the post office at Mahadeva and the police station at Nasriganj.
Not only this, the form even has a declaration that reads: “I hereby certify that the information provided by me above is true to the best of my knowledge and belief. If any information given by me is found to be untrue or incorrect, I fully understand that any admission to an educational institution or appointment to public services obtained on the basis of this application and the issued certificate will be cancelled. Likewise, any other benefit or facility obtained on the basis of this certificate may also be withdrawn, and I shall be liable for any action taken against me in this regard under the applicable laws and regulations.”
Bihar’s ‘Cat Kumar’
Following the instructions of Rohtas DM Udita Singh, Nasriganj Revenue Officer Kaushal Patel has registered a case against unknown persons at Nasriganj police station, and investigation has begun.
In his complaint to SHO Nasriganj, Patel tagged it as an attempt to “conspire” against the government and “tarnish” its image in the public.
“In the submitted application, the applicant’s name, father’s name, mother’s name, and photograph have been entered incorrectly. Through this act, the applicant has caused disruption to government work. An attempt has been made to conspire against the government system and tarnish its image among the public. The online technology used for providing government services has been misused. The applicant has provided a fake name, address, and photograph,” a portion of the complaint to the SHO read.
The complaint has been “received and registered” at the Nasriganj police station, and PSI Rahul Kumar will investigate this case.

‘Bihar isn’t for beginners’: Social media reacts
One social media user reacted to the news with the words: “Bihar isn’t for beginners.”
“Looks like Cat Kumar is really trying to purr-sue a better life — maybe aiming for nine houses to go with those nine lives!” commented another.
A third joked, “At this point, even the cats are ahead in paperwork than most humans.”
“This is Bihar. Anything can happen here,” said yet another social media user.
Another sarcasm-dipped comment read: “How did the cat fill the form in addition to having internet facility?”
