Central government pensioners are now able to submit their Digital Life Certificate, also known as Jeevan Pramaan, using face authentication. This option is available during the annual submission period from November 1st to 30th.

Besides face authentication, pensioners can still use other modes such as biometric devices, iris scanners, Video-KYC, India Post Payments Bank’s Gramin Dak Sevaks, and doorstep services from Public Sector Banks to submit their certificates.

The Department of Pension & Pensioners’ Welfare (DoPPW), Ministry of Personnel, PG & Pensions, has announced the Nation-wide Digital Life Certificate Campaign 3.0 for this year.

Running from November 1st to 30th, 2024, the campaign will cover 800 cities and towns across all district head offices. The initiative aims to enhance the adoption of face authentication technology and other Digital Life Certificate submission methods, ensuring that pensioners, even in the most remote areas, can easily comply with the requirement, according to an Office Memorandum of DoPPW.

Digital Life Certificate: October submission for seniors aged 80 and above

For pensioners aged 80 years and above, there is a special provision allowing them to submit their Life Certificates in October, ahead of the standard submission period, to ensure uninterrupted pension payments. To facilitate this, all banks will equip their branches to offer Digital Life Certificate (DLC) services specifically for these super senior pensioners from October 1st to 30th, 2024. This advance submission option is designed to provide added convenience and ensure that the pension process remains seamless for the elderly beneficiaries.

Process of Submitting Life Certificate Through Face Authentication

Step 1:
Begin by searching for the “Aadhaar Face RD (Early Access) Application” on the Google Play Store. This app, provided by UIDAI, is crucial for the background process of the Jeevan Pramaan application. Ensure you download the latest version, which is currently 0.7.43.

Step 2:
Once the Aadhaar Face RD App is installed, it will be listed under your device’s App Manager or App Info. This app is essential as it supports the functioning of the Jeevan Pramaan app, so installation is mandatory.

Step 3:
Next, download the “Jeevan Pramaan” application from the Google Play Store. Make sure you get version 3.6.3 for compatibility with the Aadhaar Face RD app.

Step 4:
Open the Jeevan Pramaan app after both applications are installed. You will be directed to the “Operator Authentication” screen. Here, input your personal details, including checking the Aadhaar box, entering your Aadhaar number, mobile number, and email address. Then, click the “Submit” button.

Step 5:
Submit the OTP (One Time Password) that you receive on your mobile number and email address. This step verifies your contact information and completes the operator authentication process.

Step 6:
After OTP verification, you will be prompted to enter your name as per Aadhaar and proceed with the face scan. The app will request permission to use your camera. Press “Yes” to continue with the face scanning process.

Step 7:
Follow the on-screen instructions and guidelines for the face scan carefully. After reading them, check the “I am aware of this” box and click “Proceed” to start the scan. The app will then capture your face for authentication.

Step 8:
Remember, operator authentication is a one-time process, and you (the pensioner) can also be the operator. After completing this step, a new screen for pensioner authentication will appear. Note that one operator can handle the Digital Life Certificate (DLC) process for multiple pensioners.

Step 9:
On the pensioner authentication screen, provide your Aadhaar number, mobile number, and (optional) email address. Click the Aadhaar checkbox and “Submit.” Enter the OTP when prompted and click “Submit” again.

Step 10:
After submitting the OTP, you’ll need to enter additional details such as your full name, type of pension, sanctioning authority, disbursing agency, PPO number, and pension account number. Check the necessary declarations and click “Submit.” Confirm the submission as required.

Step 11:
A final screen will appear asking for consent to proceed with the face scan. Click on “Scan” to start the face scanning process. Once completed, your Digital Life Certificate submission will be confirmed on the mobile screen, displaying your Pramaan ID and PPO number.
