With the new US administration under Trump 2.0 still carving its immigration policy, the efforts to tap into India’s STEM talent is being intensified, especially by higher education institutions. The “New ivy league” RICE university has announced a strategic initiative called RICE GLOBAL INDIA which aims to build a dynamic incubator for innovation and education by partnering with Indian institutions.
Rice University, a prestigious research and innovation powerhouse based in Houston, Texas, marked a significant milestone with the launch of Rice Global India, a strategic initiative aimed at strengthening its ties with India’s education and technology sectors. This announcement comes at a time when US based universities are facing tough competition of attracting Indian students from European and Australian universities, especially in STEM fields.
With a ribbon-cutting ceremony held in Bengaluru, Rice University President Reginald DesRoches emphasized the importance of this expansion. “India is a country of tremendous opportunity, one where we see the potential to make a meaningful impact through collaboration in research, innovation, and education,” he said. “This expansion reflects our commitment to fostering a more interconnected world where education and research transcend borders.”
The Bengaluru hub will serve as a platform for engaging with top-tier Indian institutions like the Indian Institute of Technology (IIT) Kanpur and the Indian Institute of Science (IISc) Bengaluru. These partnerships aim to drive advancements in fields such as artificial intelligence, biotechnology, sustainable energy, and space studies through joint research projects, student and faculty exchanges, and collaborative initiatives.
Meeting with Karnataka’s IT and Biotechnology Minister
Rice leadership also met with Karnataka’s Minister of Electronics, IT, Biotechnology, and Science & Technology, Priyank Kharge, to explore long-term collaborations, including potential joint research projects with Global Capability Centers (GCCs). These discussions highlight Rice’s intention to integrate into India’s innovation ecosystem. The university also talked about its plans to expand in India via partnerships with other universities and research organisations.
Scholarships to Boost Student Exchange
To further its engagement with India, Rice University announced the Rice Excellence Scholarship, supported by its alumni and the Indian community in Houston. The scholarship will partially offset tuition and living expenses for eligible students pursuing professional master’s programs in disciplines like electrical engineering, energy sustainability, biosciences, and space studies.
President DesRoches also revealed plans for a $2 million annual scholarship fund for Indian students, particularly for professional master’s programs, with fully funded opportunities for PhD and exchange students. “We are committed to fully funding exchanges between Rice and Indian students and subsidizing resources for master’s programs, starting with $2 million annually. This initiative is just the beginning, and we aim to expand it further with support from our alumni and community.”, he said.

Consistently ranked among the top universities in the U.S., Rice boasts a legacy of research excellence and innovation. Its new initiative in Bengaluru builds on its existing collaborations with IIT Kanpur and IISc, including a joint Energy Materials Institute launched in 2020.
