Followng strong observations by the Supreme Court highlighting the inaction on part of governors on state bills, Tamil Nadu Governor RN Ravi on Thursday returned 10 bills awaiting his assent. This decision follows the Supreme Court expressed serious concern over governors delaying important legislative processes.

The state government is set to reintroduce the bills in a special assembly session scheduled for November 18. Speaker M Appavu, while speaking to the reporters at Tiruvannamalai, confirmed the purpose of the meeting, citing the Governor’s returned bills as the catalyst for the quick legislative action.

Opposition-led states, including Kerala, Tamil Nadu, and Punjab, along with Telangana earlier, have sought the Supreme Court’s intervention in matters concerning their respective governors and pending bills.

In Tamil Nadu, at least 12 bills, along with 4 official orders and a file related to the premature release of 54 prisoners, were pending. The exact count of bills returned by Governor Ravi remains unclear. The Assembly had adjourned sine die in October.

During the Supreme Court hearing on the DMK government’s plea, the court expressed concern, stating, “The issues raise a matter of serious concern. From the tabulated statement, it appears that as many as 12 bills which have been submitted to the governor under Art 200 have not elicited further action. Other matters such as proposals of grant of sanction, premature release of prisoners, appointments are pending.”
