Parliament Monsoon session Live: Home Minister Amit Shah tabled the Centre’s three important Bills in the Lok Sabha on Wednesday amid loud sloganeering from the Opposition. The bills are said to reshape the rules for holding top political offices in India.
Which Bills were tabled in the Parliament by Amit Shah?
Shah introduced three Bills in the Lok Sabha, namely the Constitution (130th Amendment) Bill, 2025, the Government of Union Territories (Amendment) Bill, 2025, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025. All three have been sent to a Joint Committee for review.
If passed, they could remove a Prime Minister, Chief Ministers, and ministers either at the Centre or in states and Union Territories (UTs) if they are arrested and kept in custody for 30 days in a row for an offence that has a minimum punishment of five years in jail.
Unlike the existing system, which requires a conviction to trigger disqualification, these proposed laws would act merely on the basis of charges. Once the bill is passed, the PM, CM, or Minister would have to resign by the 31st day, or they would be automatically removed.
Lok Sabha Passes Online Gaming Bill
The Lok Sabha on Wednesday cleared the Promotion and Regulation of Online Gaming Bill, 2025, through a voice vote. It was introduced by Union Minister Ashwini Vaishnaw. The House was then adjourned till August 21.
B Sudershan Reddy to file VP nomination today
INDIA block’s candidate for the Vice Presidential post, B Sudershan Reddy, will file his nomination papers in the Parliament today. While speaking on the Special Intensive Revision (SIR) of the electoral roll in Bihar, Reddy had earlier stressed that the right to vote is the most powerful tool in the hands of ordinary people. He said that when efforts are made to take away this right, democracy itself is put at risk.
Citing socialist leader Rammanohar Lohia, Reddy used the phrase “jab sadak khaamosh hai, sadan awara hoti hai” to highlight the role of public protest with respect to Bihar SIR. He added that Rahul Gandhi ensures the streets are not silent and has made it his habit to take on one challenge after another. As an example, he pointed to Gandhi’s efforts in persuading the Telangana government to conduct a caste census in an organised way.
What do the bills say?
- If a PM, CM, or minister is arrested on serious charges and held in custody for 30 straight days, they must resign by day 31.
- Failure to resign would lead to automatic removal.
- The rules apply uniformly to the Centre, states, UTs, and the National Capital Territory of Delhi.
- For J&K, amendments would be made to Section 54 of the 2019 Reorganisation Act that downgraded the state into a UT. Also, there was a buzz around the restoration of statehood to Jammu and Kashmir, which the government hasn’t hinted at yet.
- The constitutional amendment seeks to modify Articles 75, 164, and 239AA of the Constitution.

INDIA block’s B Sudershan Reddy will file his nomination today at 11:30 AM for the post of Vice President of India. He will run against NDA’s CP Radhakrishnan.
“I don’t belong to any party, so all can support me,” Reddy, who is a former SC judge, said.

While speaking on the Online Gaming Bill, Vaishnaw said, “When faced with a choice between addressing social issues and supporting an industry, we’ll always put society first.”
He said that the Bill is being introduced as online real money gaming has adversely impacted many families in the country. The real money gaming has led to addiction and suicides in the country, Vaishnaw said.

Shortly after passing the Online Gaming Bill, the Lok Sabha session was adjourned till tomorrow. Earlier today, Home Minister Amit Shah tabled the Constitution (130th Amendment) Bill, 2025; The Government of Union Territories (Amendment) Bill, 2025; and The Jammu and Kashmir Reorganisation (Amendment) Bill 2025 in the Parliament. After a voice vote, the bills were referred to Joint Committee.
Later, I&B Minister Ashwini Vaishnaw presented the Promotion and Regulation of Online Gaming Bill, 2025 in the House amid fierce protests from the Opposition MPs. No debate was done and the Bill was passed by Lok Sabha by voice vote.

Speaking on the Online Gaming Bill, Vaishnaw says, “Online money games promoting addiction. Opaque algorithms of such games have severely impacted families.”
“Govt wants to promote e-gaming and e-sports,” he added. Om Birla asks MPs to debate on the Bill. The fierce sloganeering by the opposition continues. After a voice vote, the Online Gaming Bill was passed by the Lok Sabha.

Outside the Parliament, TMC MP Mahua Moitra told PTI that Home Minister Amit Shah “did not have courage” to sit in his own seat while introducing the “Unconstitutional Amendment”.
“First, marshals were sent inside… What moral authority does the Union Minister have if he is so afraid that he has to sit in the fourth row to bring this constitutional amendment?” Moitra said. The Lok Sabha was adjourned till 5 pm shortly after the three bills were referred to the JPC.

Parliament Monsoon session Live: Cong MP questions timing of introduction of Bills
Congress MP Renuka Chowdhury questioned the timing of introduction of the three Bills by Amit Shah. “Parliament’s monsoon session ends tomorrow, and today they are introducing these bills… We have seen a lot of such drama before,” she told PTI outside the Parliament. She further claimed the Bills were introduced out of the blue and the business was not even listed in today’s House proceedings.

BJP MP Ravi Shankar Prasad said outside the Parliament on Wednesday that the senior Opposition MPs tried to physically attack other MPs during the session. “It is very sad that MPs are behaving like this, trying to fight… What is their problem with this bill? Do they have a problem because this bill provides a solution for people like Arvind Kejriwal, who go to jail but do not resign?… People who go to jail and still run the government, it is sad for Indian governance… This bill addresses this issue. I don’t know why they are creating a ruckus…” he told ANI.

Parliament Monsoon session Live: Protests inside the Well of the House
The protests from Opposition MPs in the Lok Sabha only grew louder before it was eventually adjourned once again till 5 pm. According to IE, there came a point when BJP and TMC MPs almost got into a scuffle in the Well of the House.
The report further stated that TMC MPs stormed the Well of the House and started shouting slogans. Other opposition MPs however did not join the protests in the Well.

Speaking on the floor of the Lok Sabha, Amit Shah said that he too resigned once on ethical and moral grounds as the minister of Gujarat in 2010. CBI arrested Shah, the-then Home Minister of the state, in the Sohrabuddin Sheikh fake encounter case. He was later cleared of all the charges.

Opposition has come down heavily on the newly introduced bill that says PM, CM or minister if arrested for 30 days, must resign from their position on the 31st day. CPI(M) MP John Brittas took to X and wrote, “The new bill by…Amit Shah, purportedly in the name of “public interest, welfare, and good governance,” is, in reality, draconian and designed to destabilize opposition-led state governments while undermining India’s federal structure.”
Brittas further said, “In an era marked by vindictive politics, where central agencies are ideployed against opposition leaders, the provisions will be misused for ulterior motives.”
