Parliament Highlights: Vice-President Dhankhar will not attend Rajya Sabha today

Now the Rajya Sabha has also been adjourned till 12 pm. Kharge raised the questions in Rajya Sabha over ‘outsider’ Trump interfering in Operation Sindoor. JP Nadda hit back saying, “we will have full debate on Op Sindoor”. Nevertheless, sloganeering continued in the Rajya Sabha as awell, due to which the lower House has been adjourned too.

Before adjourning the Lok Sabha, Speaker Om Birla said that the government is ready to respond to all issues. He reminded members that the House is meant for discussion, not for shouting slogans, and that proceedings should follow the established rules. He assured that any issue raised properly, as per the rules, will be taken up for discussion.

Speaker Om Birla has adjourned the Lok Sabha till 12 noon as the sloganeering continued without a pause during the Question Hour. The Opposition was pushing for a debate on Operation Sindoor when the House broke into a ruckus. After repeated warnings, Birla adjourned the House till 12.

The ruckus continues to upset Parliament proceedings as MPs can be seen continuing with the sloganeering. Om Birla has warned the MPs who are pushing for debate on Operation Sindoor.

The Session has seen a stormy start as majority of MPs have resorted to sloganeering. Speaker Om Bira has failed to calm them down and heated scenes have returned to the Parliament. While some can be heard demanding Centre’s answers to questions surrounding Op Sindoor, others can be seen flashing placards which say ‘We want justice’.

PM Narendra Modi said that when his government took office in 2014, India was considered part of the “Fragile Five” economies. At that time, the country ranked tenth in the global economy. He added that since then, India has made strong progress and is now quickly moving toward becoming the world’s third-largest economy.

PM Modi in his address said that the Centre will completely eradicate Naxalism from India. Speaking on Operation Sindoor, he said, “the homes of key terror planners were destroyed within just 22 minutes. He noted that this swift and powerful action has caught global attention and sparked interest in India’s growing military strength. He also mentioned that during his recent interactions with world leaders, there has been a rising interest in India’s homegrown defence equipment.

While addressing the nation, PM Modi said, “Our forces achieved 100% success during Operation Sindoor. The world witnessed the military prowess of India. Our forces decimated terror targets in just 22 minutes.” He also spoke about India’s flag being hoisted at the International Space Station and called it a “moment of pride for every Indian.” He further added, “all MPs and the countrymen in one voice will glorify this feat. It will be an inspiration for our future missions.”

While addressing the media ahead of the monsoon session, PM Modi said, “This monsoon session is a matter of pride for the nation, It’s a victory celebration in itself.” He said that this session brings new ideas and fresh beginnings. He also mentioned that, based on the latest updates, the rainy season is going well across the country. He added that good rainfall is helpful for farming and plays an important role in supporting the economy, not just for farmers and rural areas, but for every household in the country.

Congress MP Vishal Prakashbapu, while speaking to ANI said that it would be “good” if PM Modi makes an appearance in the Parliament today. “We hope that every MP will have the opportunity to raise their respective issues. Also, we hope to see the government’s efforts to run the House,” he said.

The Business Advisory Committees of Rajya Sabha and Lok Sabha will hold their meetings today to plan the schedule for the Monsoon Session. The Rajya Sabha committee will meet at 1:00 PM and will be led by the Chairman of the House. The Lok Sabha committee will meet at 2:30 PM, with the Speaker in charge of the meeting.

In both meetings, members will decide which topics will be discussed and which government business will be taken up during the session. These meetings help set the agenda and ensure the Houses run smoothly.

The Opposition has been repeatedly attacking the Centre over its silence on key issues like Trump’s claims on Operation Sindoor, Bihar’s electoral roll revision, and even the 8th Pay Commission. Prime Minister Narendra Modi will shortly address the media before the parliament kicks-off the monsoon session.

The Monsoon Session of Parliament will start today, July 21, and will run until August 21. There will be 21 working days in total during this 32-day session. Both Lok Sabha and Rajya Sabha will take a break on August 12 and will meet again on August 18 to allow for Independence Day celebrations.

Lok Sabha Speaker Om Birla has arrived in the Parliament to kick-off the month-long Monsoon session. There has been no official announcement regarding the update on setting up of the 8th Pay Commission. While Central government’s silence on the subject is fueling a lot of talk and concern, the Opposition is expected to raise the matter in the Parliament today.

The upcoming pay revision is likely to bring big changes and not just for the government employees but for the entire Indian economy. When salaries go up, people usually spend more on things like food, housing, healthcare, and travel. This increase in spending helps the economy grow. Experts believe that the 8th Pay Commission will increase the basic pay for central government employees, update the dearness allowance to match rising prices, and make sure pensions are also adjusted according to the new salary structure.

Congress MP Renuka Chowdhury has submitted a Notice of Motion in the Rajya Sabha, asking for a discussion on the Pahalgam terror attack and Operation Sindoor. In the notice, she has called for the House to pause its regular work to talk about serious security failures that led to the recent terror attack in Pahalgam, which caused the death of several innocent people. She also wants the House to discuss the issue of cross-border terrorism from Pakistan and review the government’s foreign policy decisions, especially after the ceasefire that followed Operation Sindoor.

Congress MP Syed Naseer Hussain has submitted a notice in the Rajya Sabha asking for a discussion on the Special Intensive Revision of the voter list in Bihar. This revision is being carried out just a few months before the state assembly elections.

Congress MP K Suresh has criticised the Centre for focusing mainly on passing its own bills while avoiding important national and global matters. He said the government must allow the opposition to raise their concerns in Parliament and blamed it for not encouraging real discussions, even though the opposition has been ready to cooperate.

Speaking to ANI, Suresh pointed out that while the government continues with its official business, it is ignoring many issues that matter to the public and the country. He also said that ministers often do not respond when the opposition asks for time to speak on serious topics. According to him, this lack of dialogue is the main reason why opposition members are forced to protest in the House.

The 7th Central Pay Commission came into effect in 2016 and revised salaries starting from January 1 of that year. Since these commissions are usually set up every 10 years, the 8th Pay Commission was expected to be formed in 2024–25, with new pay changes possibly starting in 2026. However, lack of update from the Centre on the same has now got central government employees and pensioners asking questions. With prices rising and many people asking for higher salaries, the delay is creating more worry and uncertainty. Given the rise on concerns, it is very much possible for the Centre to give an update on the formation of 8th Pay Commission.

Congress MP Manickam Tagore submitted an Adjournment Motion notice in the Lok Sabha on Monday, while Congress Rajya Sabha MP Randeep Surjewala gave a Suspension of Business notice under Rule 267 in the Upper House, reported PTI. Both leaders are seeking a discussion on the Pahalgam terror attack and Operation Sindoor.

Manickam Tagore, in his letter to Lok Sabha Speaker Om Birla, said he wants to raise a matter of urgent national importance. He asked for a discussion on the reported security failures that led to the Pahalgam attack, as well as India’s foreign policy steps taken after Operation Sindoor.

Former Chhattisgarh CM Bhupesh Baghel on Monday said that PM Narendra Modi’s silence on US President Donald Trump’s role in the ceasefire announcement is concerning. Baghel said the entire country had come together after the Pahalgam terror attack and during Operation Sindoor, with all opposition parties supporting the government. However, he added that the way the ceasefire was later announced, along with Trump’s involvement in the matter, created confusion and raised serious questions. He called the situation insulting and said the PM’s lack of response only adds to the concerns.

Many people are keeping a close eye on the Monsoon Session of Parliament today, as the Centre is expected to give an update on the 8th Pay Commission. A recent report by Ambit Capital says that the new pay structure could increase salaries and pensions by 30 to 34 percent. This would affect more than 1 crore government employees and pensioners across the country. If approved, the new pay changes could start from 2026 or during the financial year 2027. However, it may also add a huge cost of around Rs 1.8 lakh crore to the government’s budget.

Members of Parliament TR Baalu and Anand Bhadauria have officially asked the Finance Ministry for detailed updates on the progress of the 8th Pay Commission. They want to know the current status of setting up the commission, the reasons for any delays, and when the Chairperson and other members will be appointed. They have also asked for clear information on what the commission will focus on and when the new pay and pension changes are expected to be implemented.

The government has listed at least 15 bills to be introduced or passed during this Monsoon Session of Parliament. These include:

1. Income Tax Bill, 2025: This bill was introduced in the Lok Sabha on February 13 and sent to a Joint Parliamentary Committee led by BJP MP Baijayant Panda. It is expected to be brought back for approval during this session.

2. The Manipur Goods and Services Tax (Amendment) Bill, 2025: This bill aims to change the Manipur GST Act of 2017.

3. The Taxation Laws (Amendment) Bill, 2025: This bill will make changes to certain existing tax laws.

4. The Jan Vishwas (Amendment of Provisions) Bill, 2025: This bill is meant to make it easier to do business in India by reducing legal burdens.

5. The Indian Institutes of Management (Amendment) Bill, 2025: This bill adds IIM Guwahati to the list of IIMs covered under the 2017 Act.

6. The Bills of Lading Bill, 2024

7. The Carriage of Goods by Sea Bill, 2024

8. The Coastal Shipping Bill, 2024

9. The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024

The Lok Sabha is expected to discuss the setting up of the 8th Central Pay Commission (CPC) today in the Parliament. The Finance Ministry is expected to give details about when the Commission will begin and how it will work.
