Why was the polling held in just 12 wards?
The polling was held across 12 wards on Nov 30, with the recorded voter turnout of 38.51%. It was held due to the 12 vacancies that were created because 11 councillors were later elected to the Delhi Assembly and one to the Parliament. These vacancies include one of Rekha herself from Shalimar Bagh-B ward. Out of the 12 wards, Chandni Mahal saw the highest turnout at 55.93%, while Greater Kailash recorded the lowest at 26.76%.
BJP vs AAP: A closely watched contest
In the 250-member MCD House, the BJP currently holds 116 seats, AAP has 99, the Indraprastha Vikas Party has 15, and the Congress has 8. For the BJP, this is the first major election since its big win in the Assembly polls this year. The AAP and the Congress on the other hand, are looking to rebuild their support in the National Capital.
In any case, whatever the results come out to be, it will not affect the stability of Gupta’s government because the MCD functions independently from the Delhi Assembly. But the outcome could still shape public opinion before future elections, including the full MCD polls in 2027, and may possibly impact inter-party dynamics. The BJP has been highlighting its development work, while AAP has focused on what it says are unfulfilled commitments. On X, many posts ahead of the vote showed confidence in the BJP, with users praising Gupta’s performance and predicting a strong win for the party. However, when the Indian Express spoke to the people on the day of polling, many showed their dissatisfaction with basic civic requirements.
A woman voter, who did not want to be identified, alleged that the civic body never cleans the road outside her jhuggi. She told IE that officials claim the drain there is private when there is no proper sewer line, and the area floods up to the knees during the monsoon. She added that leaders come seeking support only around election time, but residents keep requesting basic services for years without seeing any improvement.

MCD Bypoll Results 2025 Live: Chandni Mahal sees highest voter turnout
Among the 12 wards where voting took place, Chandni Mahal reported the highest turnout at 41.95 per cent. It was followed by Sangam Vihar-A with 38.62 per cent and Mundka with 37.82 per cent voter participation. On the lower end, Greater Kailash recorded the lowest turnout at just 20.87 per cent, while Dwarka-B saw 23.72 per cent polling. Other major wards recorded moderate participation, with Chandni Chowk at 27.91 per cent, Ashok Vihar at 28.13 per cent and Shalimar Bagh-B at 28.28 per cent.

MCD Bypoll Results 2025 Live: MCD approves reform to simplify business licensing process a day ahead of results
The MCD has approved a major reform aimed at making business processes easier. On Tuesday, the MCD decided to link the General Trade/Storage License (GTL) with the property tax system.
This new change, passed in the MCD House, is designed to make it simpler for traders to follow the rules and reduce the bureaucratic challenges that have traditionally come with getting a trade license.
Under the new system, business owners will no longer need to file a separate application or keep an individual trade license. Instead, the trade license will be automatically included on the annual property tax receipt. The property tax slip will act as the valid GTL, as long as the business follows pollution control, fire safety, and other legal requirements.
