The Chief Municipal Officer (CMO) of Harpalpur town in Chhatarpur district allegedly instructed municipal workers to dump garbage inside the house of a former BJP Mandal President after noticing litter outside his residence. According to Free Press Journal (FPJ), former BJP Mandal President Mahesh Rai’s family dumped garbage consisting of empty sweet boxes, washing detergent packets, and some papers outside their home on the roadside.
A viral video captures CMO Shailender Singh conducting a Diwali cleaning inspection, reportedly on October 18. During the inspection, Singh noticed the garbage lying outside the house of former BJP Mandal President Mahesh Rai. Annoyed by the view, Sinhgh allegedly instructed a sanitation worker to collect the garbage and dump it inside Rai’s premises.

In the viral video, CMO Singh instructed the sanitation worker, “Dalo, inka kachra ghar ke andar dalo. Pura Kachra andar dalo” (Dump it, dump all his garbage in his house).
The former BJP leader can also be heard saying, “Haan, haan, ap ghar mein dalwaiye kachra… Ap log khud to vyvasta karte nahi hain…” (You people have failed to make proper arrangements for waste disposal, so go ahead and dump it in our house).
However, Mahesh Rai has later lodged a complaint with the collector, SDM and the BJP district president. The complaint mentioned that the CMO arrived at his house with staff, and instead of addressing the sanitation issue, he ordered workers to throw the garbage inside. Rai claimed that he only pointed out that sanitation workers were not collecting waste on time.
What does CMO Shailender Singh say?
CMO Shailender Singh has denounced any allegations, saying he had merely asked Rai to place the garbage in the waste cart, according to Times of India. He claimed that instead BJP leader became argumentative. He also said that when Rai refused to place the garbage in the waste cart, he imposed a fine of Rs 500. When Rai refused to accept the receipt, the fine was added to his property tax.
