In Haryana, security personnel resorted to lobbing teargas shells to disperse a large gathering of protesting farmers as they attempted to breach the multi-layered barricades erected at the Shambhu border.
A group of 101 farmers resumed their foot march towards Delhi from the Shambhu protest site on the Punjab-Haryana border shortly after 12 noon on Sunday, aiming to press the Centre for several demands, including a legal guarantee for Minimum Support Price (MSP). However, they were quickly stopped by barricades set up by Haryana Police just a few meters into their march. The police asked the farmers to show the necessary permission to proceed with the march.
The police had previously informed the farmers that they could not continue due to a prohibitory order imposed by the Ambala administration under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which prohibits unlawful assembly of five or more people in the district. This followed an incident on Friday, when the farmers were stopped at the Punjab-Haryana border by security personnel who fired tear gas shells at them, injuring some of the protesters. The farmers suspended their march that day due to the injuries and have continued to press for a legal guarantee for MSP.
Punjab farmer leader Sarwan Singh Pandher stated on Saturday that they had not received any communication from the Centre regarding talks to address their demands. Alongside MSP, the farmers are calling for the initiation of dialogue with the government on issues such as a farm debt waiver, pension for farmers and farm laborers, no hike in electricity tariffs, the withdrawal of police cases against farmers, and justice for the victims of the 2021 Lakhimpur Kheri violence. Other demands include reinstating the 2013 Land Acquisition Act and compensation for the families of farmers who died during the previous 2020-21 agitation.
On Friday, the Haryana government had also suspended mobile internet and bulk SMS services in 11 villages of the Ambala district until December 9 to prevent unrest. Earlier attempts by farmers to march to Delhi, on February 13 and 21, were similarly blocked by security forces.
