SIR Draft Roll Highlights: Electoral data out – 42 lakh voters removed in Madhya Pradesh, Chhattisgarh omits over 27 lakh

West Bengal’s ruling Trinamool Congress on Tuesday alleged that the Election Commission was harassing voters by summoning them for SIR hearings over minor discrepancies following the publication of the draft electoral rolls.

A five-member delegation of the party, comprising state ministers Chandrima Bhattacharya, Shashi Panja and Pulak Roy, and MPs Partha Bhowmik and Bapi Haldar, met Chief Electoral Officer Manoj Kumar Agarwal and raised their objections.

Speaking to reporters after the meeting, Bhattacharya said there was no justification for calling voters over “clerical issues” such as spelling mistakes or differences between English and Bengali versions of names.

As many as 1,79,043 voters, accounting for about 1 per cent of the electorate in Chhattisgarh, were found registered at more than one location, as per findings of the Special Intensive Revision (SIR) of electoral rolls in the state.

Uttar Pradesh Chief Electoral Officer Navdeep Rinwa on Tuesday said that a list of absent, shifted and deceased voters whose names do not appear in the draft electoral rolls should be provided to booth-level agents of political parties, and re-verification should be conducted by deploying officials.

Rinwa instructed that eligible voters should not be omitted from the draft electoral rolls under any circumstances, and ineligible voters should not be included.

Chairing a meeting on Tuesday to review the Special Intensive Revision (SIR) of electoral rolls at Vikas Bhavan Auditorium in Meerut, the CEO emphasised that there should be no errors in data feeding and that even minor mistakes should be rectified through 100 per cent verification.

He directed that a meeting be held again with the Booth-Level Officers (BLO) and Booth-Level Agents (BLA) to ensure that the data of their work is uploaded.

The claims and appeals by voters to have their names included in the Madhya Pradesh voter list can be made till January 22. The final electoral roll will be published on February 21.

The draft voters’ list prepared as part of the SIR of the electoral roll in Kerala was published by the Election Commission of India on Tuesday, where over 24 lakh names have been removed.

Chief Electoral Officer Rathan U Kelkar, addressing a press conference, said the draft list has been published on the Election Commission’s website and copies have also been handed over to political parties.

As many as 2,54,42,352 voters have been included in the draft list, while the names of 24,08,503 electors were removed after completion of the enumeration stage of the Special Intensive Revision.

Of the deleted names, 6,49,885 pertain to deceased persons, 6,45,548 voters were found to be untraceable, and 8,16,221 voters were identified as having permanently shifted from their registered addresses.

In addition, 1,36,029 duplicate voters and 1,60,830 voters falling under other categories were identified.

Before the revision exercise began, there were 2,78,50,855 voters in the electoral rolls in Kerala. The percentage of names removed from the rolls stands at 8.65 per cent.

The Election Commission of India has released the draft electoal rolls for voters in Kerala following an extensive revision exercise. According to details shared by Madhyamam, the details were uploaded late on Tuesday afternoon. The Malayalam-language publication noted that a fake list had also made the rounds earlier on Tuesday.

Around 32 lakh unmapped voters will be called in the first phase of hearings under the Special Intensive Revision of the electoral rolls in West Bengal. Officials said hearings for this category (wherein voters could not link their names with those of family members in the 2002 electoral rolls) will begin from December 27.

“We have started sending notices to around 10 lakh such voters from today, while the same will be issued to another 22 lakh voters from Tuesday,” the official at the office of the West Bengal Chief Electoral Officer told PTI.

BJP Secretary Karate Thyagaranjan has raised concerns over the Special Summary Revision process in Tamil Nadu — specifically regarding the use of Form 6 for voters whose names are missing from draft rolls.

“The Election Commission of India has issued a press release stating that you can use Form 6 from 6 if you have been left out of the draft rolls. Form 6 states that it is only for new voters. In the declaration, it states that I declare that I am a new voter. So this form is for a new voter, and if I make a false declaration, I will be sentenced to one year imprisonment, maximum…. If you have a voter ID card, but your name is left out in the draft rolls, you cannot use Form 6,” he told ANI.

Thyagarajan met with Corporation Commissioner Kumaragurubaran and special observer Raman Kumar to seek clarification on the issue. He emphasised that voters with existing IDs but missing from draft rolls can’t use Form 6, seeking a resolution from Chief Electoral Officer Archana Patnaik.

Each Electoral Registration Officer (ERO) in West Bengal will oversee around 150 cases a day related to claims and objections on the draft voter list from December 27. The target has been set by the Election Commission of India (ECI), as per a report by IANS.

BJP secretary Karate Thyagaranjan on Tuesday voiced his concern over the ongoing voter list revision process in Tamil Nadu. He particularly pointed out the reported advice on using Form 6 for people whose names are not found in the draft electoral rolls.

While speaking to ANI, Thyagaranjan questioned the Election Commission’s guidance, arguing that Form 6 is for new voters and includes a declaration mentioning that the applicant is a first-time voter. He stated that if someone who already had a voter ID card made that statement, it could lead to false statements and attract punishment.

The ECI has extended the timeline for the ongoing Special Intensive Revision (SIR) of electoral rolls in Madhya Pradesh, Uttar Pradesh, Gujarat, Tamil Nadu, Chhattisgarh and Andaman and Nicobar Islands. The earlier deadline was December 11.

The state mentioned that several electors who were mentioned in the 2021 Assembly election rolls and had voted at that time are not appearing in the latest records. It also highlighted that in certain booths, the counts of voters shown as “forms not collected” were unexpectedly high in numbers.

The initiative aims to filter out voters or people who have moved to another place. At the same time, it is also meant to add eligible citizens who may have been left out. With West Bengal assembly elections a few months away, Chief Minister Mamata Banerjee on Monday stepped up her attack on the BJP, alleging that the party wants to get 1.5 crore voters removed from the electoral rolls.

Banerjee made the allegation while presiding over a meeting with Trinamool Congress Booth Level Agents (BLAs) at Kolkata’s Netaji Indoor Stadium.

Uttar Pradesh Governor Anandiben Patel on Monday stated that the Special Intensive Revision (SIR) of electoral rolls have helped in identifying the infiltrators. She further added that the government is taking steps to deport them.

While addressing a programme in Fatehpur district, Patel mentioned that exercises like SIR are essential to safeguard the country. She appealed to the citizens to support such initiatives rather than opposing them, and asked for the cooperation of the people, as reported by PTI.

Tamil Nadu recorded the biggest drop, with over 97 lakh names deleted from the voter rolls. West Bengal was next, with around 58 lakh names absent from the draft list. Rajasthan also saw a fall of about 44 lakh voters. Smaller cuts were registered in Puducherry and Goa, where deletions were a little over one lakh each. Lakshadweep registered only a slight fall, of roughly 1,600 electors.

The Kerala government has written to the Election Commission (EC) highlighting what it called major issues in the ongoing Special Intensive Revision (SIR) of electoral rolls. As per PTI report, as many as 25 lakh voters could have been left out wrongly.

The Chief Secretary appealed to the Chief Election Commissioner Gyanesh Kumar to address the errors mentioned in the revision exercise and also urged more time for voters to submit their enumeration forms.

The Election Commission will publish Madhya Pradesh’s draft electoral rolls on Tuesday as part of the ongoing Special Intensive Revision (SIR) being held in selected states and Union Territories.

Voters also have an option to check the status of their SIR form submission online. They will need to log in and choose the option to fill overview of the enumeration form. If a submission confirmation is reflected, it means your form has been submitted. IF no confirmation appears and a blank form opens instead, it indicates that your details have not been uploaded yet.

2. Select the option that says search your name in E-roll. It will be visible at the top right of the homepage.

3. Enter your EPIC number or enter your basic personal details to find your name on the list.
