The first assembly session of the newly formed Bihar government begins today and will continue till December 5, beginning with the oath taking of all the elected MLAs. Chief Minister Nitish Kumar, Deputy Chief Ministers Samrat Choudhary, Vijay Kumar Sinha and other senior leaders of the National Democratic Alliance (NDA) reached the assembly house for the session. The NDA returned with a resounding victory after winning 202 seats in the recently concluded polls in the state.

The session has been called for a brief period for matters that are taken up after the formation of a new government. The 19th Legislative Assembly of Bihar under Chief Minister Nitish Kumar is likely to see a smooth first session given the strength of the opposition.
What will happen in the winter session?
In the winter session of Bihar assembly, oath taking of MLAs will take place on Monday (Dec 1), which will be followed by the combined sitting of both houses and address of the Governor to both the houses. Then there will be discussion on the address of the Governor.
Another important thing in the session is the digitisation of all the processes as well as settling of new sugar mills. As for the opposition, Tejashwi Yadav has been elected as their leader and he is likely to address the house as well.
It is reportedly being planned to make this session completely paperless and digital.
Day wise proceedings in Bihar assembly
December 1: Pro-tem Speaker Narendra Narayan Yadav will administer the oath to the newly elected MLAs. Following the swearing-in, nominations will be held for the Speaker of the Assembly.
December 2: The Speaker of the Assembly will be elected on Dec 2. The Speaker will be reportedly from the BJP, and consensus has been reached within the NDA for the same. In the outgoing Assembly, the Speaker’s position (Nand Kishore Yadav) was also held by the BJP. Nand Kishore did not contest this time.
December 3: Governor Arif Mohammad Khan will deliver his address to a joint sitting of both Houses of the Legislature (Assembly and Legislative Council) at 11:30 am.
December 4-5: The Governor’s address will be debated and a motion of thanks will be passed. The proposal for the second supplementary grant will be tabled and passed in this session.
