To strengthen capacity building and holistic development, Union minister Ashwini Vaishnaw on Thursday launched an annual capacity-building plan to provide citizen-centric behavioral training to Indian Railways officials and frontline workers of the ministries under him. 

The Annual Capacity Building Plan for the Ministry of Railways is intended to enhance the skills and knowledge of railway employees to increase efficiency and improve service delivery. 

It focuses on the development of organisational capabilities, including the implementation of new technologies, improving customer service, and promoting a culture of innovation and continuous improvement. 

“Huge investments are being made in all four departments under him and the Narendra Modi government has long-term investment plans as they will lay the foundations for a “Viksit Bharat” or developed nation,” the union minister said, who holds the portfolio of railways, communications, electronics and IT.

Be it railways, common service centers (CSC), or BSNL, all are service-related departments and service industries require a different mindset as the interaction with customers and stakeholders is continuous and has a deep impact on the customers and the entire network, Vaishnaw added. 

Notably, Indian Railways has a strong workforce of over 11.75 lakh employees, as of Feb 2023.

Meanwhile, the annual capacity-building plan for Railways has been prepared in partnership with the Railway Board, which has already identified the main tasks & competencies, and requirements mapped out for holistic development at the Individual along with organisational levels.

Focus on better public service 

Before the launch of the plan, several frontline workers from post offices, railways, BSNL and common service centres (CSC), underwent training in 2023. 

They shared their experiences about how these capacity training programs helped them develop their capabilities, improve their overall mindset towards their job and enhance their performance.

“Addressing the august gathering of over 1,000 employees….Vaishnaw congratulated all the employees for their good performance in Mission Karmayogi,” an official statement mentioned.
