In a sharp and assertive address at the BRICS Outreach Session, External Affairs Minister S. Jaishankar made a compelling case for empowering the Global South. Representing Prime Minister Narendra Modi, Jaishankar urged the BRICS nations to take decisive action to correct global imbalances and ensure that developing countries are no longer left behind. He stated that BRICS can play a transformative role in reshaping the global order to be more inclusive and equitable.
Jaishankar outlined the paradox of progress, stating, “Even as forces of change have advanced, some longstanding issues have only become more complex.” While many post-colonial nations have accelerated their socio-economic growth, global inequalities continue to persist, particularly in access to resources, technology, and development opportunities. He highlighted the disproportionate impact of recent global crises—such as the COVID-19 pandemic and ongoing conflicts—on the Global South, with food, fuel, and health security being the most pressing concerns.
The Minister stressed that BRICS must champion the needs of the Global South by fostering independent platforms and reducing reliance on outdated global systems. “This is really where BRICS can make a difference for the Global South,” Jaishankar declared, calling for the creation of diversified production hubs to boost resilience and reduce dependency on longer, fragile supply chains that were exposed during the pandemic.
A major theme of Jaishankar’s address was the necessity for reforming global institutions, including the United Nations Security Council and multilateral development banks. He described their operational frameworks as “outdated,” underscoring the importance of India’s efforts during its G20 Presidency and Brazil’s leadership in pushing for these much-needed reforms.
Jaishankar also pushed for correcting colonial-era distortions in global infrastructure, advocating for more equitable logistics and connectivity solutions that respect sovereignty and territorial integrity. He highlighted India’s contributions through initiatives like the International Solar Alliance and the Digital Public Infrastructure, which serve as blueprints for global development.
Concluding his remarks, Jaishankar echoed Prime Minister Modi’s call for peaceful solutions to global conflicts, warning that “this is not an era of war.” He expressed deep concern over the Middle East crisis and urged for dialogue-driven resolutions to prevent further escalation.
