The state of Gujarat has emerged as a standout example of regional connectivity in India, thanks to its proactive implementation of the UDAN (Ude Desh ka Aam Nagrik) scheme. Over the past eight years, six airports across the state have been brought into operation, transforming the aviation landscape and fostering economic growth.

Expanding Air Connectivity Across Gujarat

Under the UDAN scheme, launched by the central government in 2016, Gujarat has successfully operationalized airports in Porbandar, Kandla, Keshod, Jamnagar Civil Enclave, Bhavnagar, and Mundra. These airports connect underserved regions, offering affordable air travel options to the common citizen.

Prominent air routes such as Mumbai-Kandla, Ahmedabad-Mundra, Ahmedabad-Diu, and Surat-Diu have seen steady passenger growth. In recent years, new routes like Ahmedabad-Keshod, Ahmedabad-Jalgaon, and Ahmedabad-Nanded have further bolstered regional air connectivity. Passenger traffic at Gujarat’s regional airports has reached nearly 7.93 lakh, underscoring the scheme’s success.

Tourism and Trade

The implementation of the UDAN scheme under Chief Minister Bhupendra Patel has significantly boosted tourism and trade in Gujarat. Regional airports not only improve accessibility to remote areas but also provide seamless connectivity for tourists visiting popular destinations like Diu and Keshod.

Moreover, improved connectivity has enhanced Gujarat’s trade infrastructure, allowing faster transportation of goods and supporting business travellers.

Incentives Through Viability Gap Funding (VGF)

The Gujarat government has invested Rs 184 crore (2017–2024) in Viability Gap Funding (VGF) and security services to ensure the scheme’s smooth operation. The VGF initiative offers financial concessions to airlines operating on regional routes, encouraging them to extend services to smaller cities.

Currently, VGF support is provided for flights on routes such as Surat-Ahmedabad, Surat-Rajkot, and Surat-Amreli, benefitting over 1.06 lakh passengers with affordable fares.

Focus on Aviation Infrastructure Development

In addition to passenger connectivity, Gujarat is actively developing its aviation infrastructure. According to Dhaval Patel, Commissioner of Civil Aviation, the state is addressing growing demands in the MRO (Maintenance, Repair, and Overhaul) and flying training sectors. This strategic focus positions Gujarat as a hub for aviation services in western India.

Water Aerodromes and New Routes

Gujarat is making strides in its ambitious water aerodrome projects, aiming to reinitiate air services at the Statue of Unity and the Sabarmati Riverfront. These projects have the potential to revolutionize tourism in the state, offering a unique travel experience while enhancing connectivity.

Further expansion under the VGF scheme is planned to include routes connecting Vadodara, Rajkot, Ambaji, and Palitana, reflecting the state’s commitment to holistic development in regional aviation.

The UDAN scheme has transformed Gujarat’s aviation landscape, demonstrating the power of collaboration between the central and state governments. By investing in infrastructure, incentivizing airlines, and exploring innovative projects like water aerodromes, Gujarat continues to strengthen its position as a leader in regional connectivity.

The state’s focus on affordable, accessible, and sustainable aviation ensures that its success under the UDAN scheme serves as a blueprint for other regions in India.
