The Rangarajan panel on premium rescheduling for highway projects is understood to have agreed with the proposal of the road ministry and the National Highways Authority of India (NHAI). According to sources, Rangarajan, the chairman of the economic advisory council to the Prime Minister (PMEAC), on Friday took final observations from all the stakeholders and will submit his report to Prime Minister soon.
Sources said the major topic of contention, the discount rate, is likely to be 10.75% and the remaining modalities, such as the net present value and penalty will be the same as stated in the Cabinet note.
“The final meeting which took place today got on board three of the four stakeholders ? DEA, NHAI and the road ministry. The planning commission continued to oppose the relaxation,” sources added.
The report will now go to the Prime Minister for final approval before the relaxation is extended to developers.
