Having declared year 2009 as the ?Year of Farmers and Labourers?, Haryana came out with two major incentives for the farmers which included abolition of auction of farmers? land for failure to repay loans taken from banks and increase in the price of all the three varieties of sugarcane.

The year 2009 saw implementation of several pro-farmer and pro-poor initiatives of the state government like bringing down of the rate of interest on crop loan from 7% to 4% and a rebate of 2% and 3% to those who got agriculture and non-agriculture loans between March 1,2009 and February 28,2010 and repay loans on time. Similarly all those farmers who get crop loans during 2009-10 and repay the same on time will get 1% interest rebate thus bringing the effective rate on crop loan to merely 4%.

As per the new policy, no farmer of the state can now arrested for recovery of cooperative loans as the State Government has amended Haryana Cooperative Societies Act, 1984 and abolished the provision under which the cooperative loans were recovered as arrears of land revenue.

The farmers in the state were given the highest price of Rs 185 per quintal for sugarcane for the year 2009-10. The Shahbad Cooperative Sugarmill got award from National Federation of Cooperative Sugar Factories for being best cooperative sugarmill. The state government also announced to give bonus on sugarcane.

The year 2009 also saw any political party forming government for the second consecutive term after a gap of 32 years. In the same year, the Congress won nine out of 10 seats in Lok Sabha elections in the State. These political developments reflected people?s mandate for stability of the government, both at the Centre and the state and their continued faith in policies and programmes of the government.

The implementation of innovative policies and pace of ongoing development projects got a big boost in Haryana in 2009 as by the end of the year, the chief minister, Bhupinder Singh Hooda synchronised with grid the first unit of 2X600 mw Rajiv Gandhi Thermal Power Project at Khedar in district Hisar. This project has come as a gift to the people of Haryana as the state government has taken effective steps to check the shortage of power.

The major projects sanctioned by the central government for Haryana during the year included a National Defence University at Binola in district Gurgaon and an extension of AIIMS, New Delhi at village Bhadsa in district Jhajjar. A central university was also sanctioned for Haryana and its first academic session is to be launched on January 4, 2009 .

Its complex would come up at village Jat-pali in district Mohendergarh. Haryana Cabinet also gave its approval to the participation of the state government in the project of Chandigarh International Airport.
