Transfer of vehicle registration is a very complicated and tedious process. With constant migration and relocation primarily due to better work opportunities, a common phenomenon in a growing economy like India, inter-state transfer of vehicle registration has become quite rampant in the new millennium.
The Government of India has made some attempts in recent years to simplify this process to some extent. However, lack of proper guidelines means that people are still unaware of the correct way to transfer from one state to another. As a result, people often resort to unfair means to get the job done.
In this article, we will try to explain the process of transferring a registration certificate (RC) from one state to another in a simplified step-wise manner for the ease of our readers. Following are the steps required to be taken if a vehicle’s RC is transferred from state to another:
1. Obtaining the no-objection certificate
Procuring a no-objection certificate or NOC from the present RTO is the first step in transferring an RC from one state to another. RTO needs to know that the individual intends to transfer his/her car or bike to a different RTO in a different state. The NOC must contain a clear imprint of the chassis number of the vehicle.
Further, this NOC issued by the RTO has an expiry date. So, the person needs to make sure to complete the entire transfer process within the stipulated timeline. In case the vehicle is hypothecated with a bank or financial institution, a NOC would be required from them too.
2. Transferring the vehicle
At this stage, the person needs to physically take the vehicle to the new state where he/she intends to transfer.
3. Registration with the new state
Once the vehicle reaches the state of its intended registration with the NOC from the erstwhile RTO, the person needs to submit all vehicle-related documents and ensure the information is correct before submission.
4. Payment of road tax
Once the vehicle is registered with the new RTO, the person will be required to pay the applicable road tax for the vehicle. This requisite amount will be notified to the vehicle owner by the new RTO.
5. Verification of your vehicle
Once the payment for road tax is made, the vehicle needs to be verified post inspection. Here again, an imprint of your vehicle’s chassis number is required.
6. Issuance of registration certificate
Once the verification is complete, a registration certificate is issued. It is either delivered to the recipient’s address or the owner is asked to collect it at a specified date from the RTO.
List of documents required
The following is the list of documents that are required to complete the RC transfer process:
- Original RC at your current state.
- Copy of PAN.
- Forms 60 and 61.
- Copy of NOC issued by the original registering RTO.
- Copy of address proof attested by the vehicle owner.
- Copy of a valid and active bike/car insurance policy.
- Copy of PUC certificate
- Application for registration in the new state in Form 20.
- Application for new registration mark in the new state for the motor vehicle in Form 27
