What are the rules for SMEs to get a government contract for road construction?

The applicant should not be under a declaration of ineligibility for corrupt and fraudulent practices by any government authority

The bidder should have a valid registration with the Employees Provident Fund organisation under EPF and Miscellaneous Provisions Act, 1952

The copies of original documents must be submitted, defining the constitution or legal status of the company, along with written power of attorney of the signatory of the Bid

It is necessary to disclose the total monetary value of civil construction works performed in the last five years, with certificates from the concerned officer not below the rank of Executive Engineer or equivalent

The bidder must produce evidence of ownership of items of construction equipment or evidence of arrangement of possessing them on hire/lease/buying

The enterprise must share the details of the technical personnel proposed to be employed for the contract and have the qualifications for the construction

The bidder must provide his financial stability by producing profit and loss statements and auditor's reports for the past three years

The evidence of access to line(s) of credit and availability of other financial resources/ facilities (10 per cent of the contract value) certified by a banker

The information regarding any litigation or arbitration during the last five years in which the Bidder is involved, the parties concerned, the disputed amount, and the matter must be disclosed
