Stung by the leaks of its secret documents, the ministry of petroleum and natural gas has devised an elaborate process for circulation of files that eliminates any scope for manipulation of the system by insiders. A file now arrives in a sealed envelope at an official’s desk, bearing her/his designation and without any mention of the contents of the document inside. The official sees the file, makes her/his observations on the file and then seals the envelope again. For the onward journey, the envelope now bears the designation of the new official it is meant to go to. The new method may remind people of the Bollywood spy movies of the 1970s but the ministry believes it will weed out the chronic leakage the department is known to have faced for a long time.
