Vidhi Legal recently analysed 123 regulatory instruments—such as orders, office memorandums, circulars, letters, and notifications—issued by the environment ministry, relating to a raft of environmental laws and rules, during the Covid-19 pandemic (March 2020 to March 2022).

The study found significant incidence of ultra-vires changes, which either are against the mandate of the parent law or exceed this, as well as changes that backtracked on promised environmental protections.
