The chargesheet also names Hooda’s Principal Secretary Murari Lal Tayal, retired IAS officer SS Dhillon and former Union Public Service Commission member Chhatar Singh, who was a senior officer during Hooda’s tenure as CM.

The Central Bureau of Investigation on Friday filed chargesheet against former Haryana Chief Minister BS Hooda and 33 others in Panchkula court in connection with Manesar land deal case. According to officials, the crime investigation agency has filed the charge sheet under IPC sections related to criminal conspiracy and cheating, and relevant provisions of the Prevention of Corruption Act. The chargesheet also names Hooda’s Principal Secretary Murari Lal Tayal, retired IAS officer SS Dhillon and former Union Public Service Commission member Chhatar Singh, who was a senior officer during Hooda’s tenure as CM. The scam was detected in 2007. CBI alleged in its FIR that during the period between August 27, 2004 and August 24, 2007, Haryana builders colluded with government officers to allegedly purchase 400 acres of land, in Gurgaon from land owners for just Rs 100 crore, while the land was worth Rs 1600 crore.

The CBI had said that a loss of Rs 1,500 crore was allegedly caused to the land owners of Manesar, Naurangpur and Lakhnoula villages of Gurgaon. CBI registered the case in September 2015, alleging that private builders conspiring with the Haryana public servants had purchased the land at meagre rates showing the threat of acquisition by the government, during the period between August 27, 2004 and August 24, 2007. In this process, the Haryana government had initially issued a notification under the Land Acquisition Act for acquisition of land measuring about 912 acres for setting up of an industrial model township, the report said.

CBI informed that after the land had allegedly been grabbed from their owners by private builders under the threat of acquisition at meagre rates, the government issued a fresh notification in 2007 and put the land out of the acquisition process.
